- Description
- The U.S. Coast Guard (USCG) intends to solicit, negotiate, and award on a sole-source basis a follow-on firm-fixed price contract using FAR Part 12 procedures, for commercial services, with the County of Sacramento, Sacramento, California to sustain reliable operations for Airfield and Management Support and Aircraft Rescue and Fire Fighting Services located on McClellan, CA. Air Station Sacramento provides vital operational support in the execution of the Coast Guard?s core missions of maritime safety, protection of natural resources, mobility, maritime security and national defense. The County of Sacramento has been designated as the Local Redevelopment Authority (LRA) under the Base Realignment and Closure Commission (BRAC). Airfield services will be provided by the LRA at the USCG Air Station Sacramento, McClellan, California. The LRA will provide all management, personnel, supervision, equipment, tools, materials, parts, maintenance and repair, training, transportation and written deliverables for the provision and maintenance of: runways, taxiways, clear-zones, ramps and aircraft parking areas, navigational aids to support Instrument Flight Rules (IFR) Operations, Automated Weather Observation System (AWOS), Aircraft Rescue and Fire Fighting (ARFF) and Airfield Management functions, such as airfield services; airfield inspections and checks; operations manual; emergency plan; ground vehicles control; obstruction handling; wildlife hazard management; airport condition reporting; identify, marking and reporting construction and other unserviceable areas; and environmental spill response in accordance with the performance-based work statement. Award will be based on the County of Sacramento?s ability to demonstrate they have the technical and management capabilities to provide mission critical airfield support services to the USCG at a fair and reasonable price for the term of the contract. The period of performance is 1 October 2004 through 30 September 2005, with four, one-year priced options. The solicitation will be issued on or about 21 June 2004 with a 30-day response time. All responsible sources may submit a proposal which shall be considered by the Agency.
