Description
1) This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented with additional with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2) The Small Business Size Representation for Targeted Industry Categories under the Small Business Competitiveness Demonstration Program applies to this acquisition. 3) Scope of Work: Overall Project Goal: Improve the health status of Native American people via consistent and advanced Information Technology Activities to achieve goals: - Act as Clinical Applications Coordinator for the Electronic Health Record for Area Office - Provide ongoing IHS Resource and Patient Management System support, debugging and troubleshooting - Provide ongoing automated nightly RPMS database backup support and programming - Provide ongoing support and management of RPMS AIX server resources and troubleshooting - Provide ongoing Cach? database and programming support, systems management, and troubleshooting - Provide ongoing Windows Operating System support, system management and troubleshooting - Provide strategic planning consultation and development - Provide on-site support as needed - Provide ongoing telephone support - Provide ongoing remote on-line support throughout the contract period via Internet and VPN - Network with other IHS offices and contractors (California Area Office, Modcom, Cimarron, etc.) and build on previous projects - Act as a resource for IT meetings in general as they arise - Assist clinics in setting goals for improving their IT support - Assist and provide support in defining IT strategic plans and IT spending plans as needed - Promote IHS IT security standards and IT best practices - Promote and support a multi-disciplinary team approach for IT applications coordination - Provide support in establishing goals for clinic use of databases - Advocate clinic commitment to care and proper use of RPMS databases by working with key clinic administrators, key staff, key Health Board members, and - Act as an information technology education resource; provide knowledge transfer and in-service training on AIX OS, Windows OS, Cach? database, IHS Resource and Patient Management System - Complete reports for the CAO CIO as requested - Assist CAO CIO in other activities as requested Knowledge and Skills Required - Doctorate level health care degree - Minimum 10 years as a health care professional - Minimum 10 experience working with the IHS RPMS systems and applications - Certified Professional Cach? systems administrator (passed all Intersystem?s administrator testing) - MCSE Windows operating system certification - Extensive experience with the AIX operating system - Extensive experience in national IT project development and rollout - Extensive programming experience in the M programming language - Demonstrated automated database backup program development - Extensive knowledge of Indian Health Service, Tribal and Urban Indian healthcare programs and health needs of Native Americans - Excellent communications skills, both verbal and written Qty: 740 hours
