Description
The National Institute of Standards and Technology (NIST), has a requirement for fixed auditorium seats for an existing 750-seat auditorium (Red Auditorium) in Building 101, located at NIST, Gaithersburg, MD. The Contractor must design a new seating system to fit within the existing footprint of the auditorium seating area. The design must include a minimum of 720 seats. After Government approval of the design, the Contractor shall manufacture and install high-back (36 inch), rocker style, upholstered auditorium seats in smooth radius curved rows. Chairs shall meet all of the following required specifications: Chairs shall have floor-mounted cast-iron or steel standards, have steel end panels with decorative overlay made from hardwood- veneer plywood, self-rising seat mechanism, molded plastic seat shell, hardwood armrests, aisle lighting fixtures designed as a component of aisle chairs, row-letter and chair number plates. The Contractor shall install all seats into an auditorium on-site at NIST, Gaithersburg, MD. Chairs shall be bolted to a concrete 8 percent sloped floor. Removal of existing seating has been accomplished by others and shall not be required under this solicitation. Due to asbestos removal, the Auditorium will not be available for pre-award site visits. The Government will provide a drawing of the auditorium for bid purposes. The Government anticipates that limited access to the auditorium will be available after June 12, 2004. ***The period of performance shall be 19 weeks from the date of award (including design, production, and installation). Award will be made on or about June 10, 2004. Due to other construction in the auditorium, seating installation may not begin before October 10, 2004. All installations shall be completed not later than October 23, 2004. ***FOB shall be DESTINATION, Gaithersburg, MD. ***The NAICS code for this requirement is 337127 with a small business size standard of 500 employees. ***This acquisition is a cascading small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify as a small business under a small business set-aside, the distributor and the manufacturer must be a Small Business under the NAICS code identified above. Because this is a cascading small business set-aside, all business sizes are invited to respond. However, if at least two small businesses submit acceptable quotations, then the procurement becomes a small business set-aside, and only the quotations from the small businesses shall be evaluated. All other quotations shall be excluded. ***The competitive Request for Quotation (RFQ), specifications, RFQ amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-04-Q-0531. ***The RFQ is anticipated for release to the vendor community on or about May 20, 2004, and will only be available via the Internet at the above web site. ***Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant contract. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
