- This is a SOURCES SOUGHT notice for alternate repair engineering procedures/instructions for the J85-GE-21C engine. The fleet support team (FST), Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, will use this information to improve the Mean Time Between Repairs of the J85-GE-21C engine. This IS NOT a Request for Proposal. No solicitation exists at this time. PURPOSE OF NOTICE: This Sources Sought is being used as a market research tool to determine potential sources and their business size. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. RESPONSE DEADLINE: Interested sources shall submit an unclassified capability package by 06 JULY 2004 (10 pages or less) containing: 1) company name and address, 2) company point of contact including email address and phone number, 3) company’s business size and list of North American Industry Classification System (NAICS) codes under which goods and services are provided 4) specifics addressing the company’s capability and experience with tasking listed below, 5) potential teaming arrangements, 6) related past performance, and 7) general corporate information. Responses shall be forwarded to Contracts Specialist, Tonecia Porter, Code 2.5.1.4.2.3, 21983 Bundy Road, Bldg 441 Unit 7, Patuxent River, MD 20670. Only electronic or mail responses will be accepted; PHONE AND FAXED responses will not be accepted. For mail responses, send two hard copies. BACKGROUND: The USN Fighter Squadrons, VFC-13 and VMFT-401 use the F-5 aircraft to provide adversary training for the regular Navy fleet, replacement squadrons, air wings, reserve fighters, attack squadrons, USAF, USMC units and Canadian forces. The squadrons’ mission is to improve the Navy and Marine Corps' air-to-air combat readiness by employing current threat tactics against pilots. TASKING: The Navy is seeking engineering expertise to provide alternate OEM repair procedures/instructions for specific components of the J85-GE-21C engine. The contractor will provide their own existing established repair procedures on the J85-GE-21C engine diffuser case pad and bleed air output duct. The Navy will request the contractor to provide qualified repair-engineering instructions in hard copy or electronic form for the Navy. The contractor should have their own current J85-GE-21C and F-5 maintenance manuals and must be OEM certified. The instructions provided by the contractor will be used by a U.S. Navy organic depot level facility to enhance the Mean Time Between Repairs of the diffuser case and bleed air output duct. Contractor will provide start-up instruction to the U.S. Navy on the performance of this repair to facilitate safe and competent introduction.
