- Subject to the availability of continued funds, Alexandria LA VA Medical Center plans to negotiate a follow-on, sole source agreement with Cenla Alcohol & Drug Abuse Council DBA Rainbow House Detox, 401 Rainbow Drive, Unit 26, Building 89, Central LA State Hospital grounds, Pineville LA 71360. This agreement continues services currently provided to veterans at Rainbow House providing a place for veteran referrals to stay while undergoing outpatient Chemical Dependency Therapy at the Department of Veterans Affairs Medical Center Mental Health Clinic, Pineville LA. Services include sleeping facilities, two meals a day when Veteran is undergoing therapy at VA, three meals a days on other days, transportation to and from VA, laundry facilities, and social interaction compatible with a drug and alcohol free environment. Contract term is 12 months beginning July 1, 2004, with two optional one-year options. Services may be extended up to six months. This is a commercial requirement with estimated quantities of nine referrals per night. The length of referral stay varies from one to 42 nights, depending on the need of the patient as mutually determined by the patient and VA CDOP clinic staff. Charges are all inclusive with one daily firm fixed price for all services paid in full by VA. Neither the patient nor any other third party may be billed. VAMC will inspect the detoxification center and all appurtenances on an ongoing basis for fire, safety, sanitation, HIPAA, and other standards. The contract facility shall be in attractive surroundings conducive to social interaction and to the fullest development potential of the resident. Contractor staffing shall be at levels mutually agreed upon which are compatible with the safety of the referral and Contractor staff. The Contractor shall have at least one staff member on site at all times. No medical staff/care are required. The Contractor shall comply with the VA Patient’s Bill of Rights as set forth in Section 17.2-3a, title 38, Code of Federal Regulations. All referrals shall be capable of self-preservation, and in emergency situations, shall have sufficient capability to recognize physical dangers, have sufficient judgment to recognize when such danger requires immediate egress from the group residence, and shall have sufficient physical mobility to accomplish such egress unassisted. Rainbow House is located approximately 2 miles from this medical center and is the only known such facility within a 75-mile radius. This continued Agreement will provide a place to stay for Veteran referrals for essential chemical dependency treatment without inpatient commitment. This is a follow-on contract meeting a critical need. See numbered note 22.
