Description
The Center for Substance Abuse Treatment, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract, with 3 option years, on a sole source basis to Orion Healthcare Technology. The statutory authority for this sole source contract is 41 U.S.C. 253 (c)(1), per FAR 6-302.1. It is anticipated that this contract will be awarded without competition since the purpose of this contract is to accelerate development and deployment of a web-based, substance abuse treatment information system that is culturally sensitive for Native American. Orion Healthcare Technology is uniquely qualified to develop and deploy culturally sensitive treatment information services to Native Americans. Orion’s unique capability is due to its unique combination of 3 factors: (1) Extensive, in depth experience with the publicly funded substance abuse treatment system across the Nation and specifically with Tribes. Orion’s client assessment tools are used by over a third of Native American-based, treatment providers. Other individual vender’s experience is limited to isolated areas; (2) An operational, Web-based (centrally hosted), treatment practice management and (HIPAA standard) billing system that is culturally sensitive to Native Americans. Orion’s software automates a broad range of client assessment instruments and business process within an integrated, state-of-the-art, practice management system. No other vender has a similar system in operation; and (3) Orion has extensive, long standing business relationships with Native American substance abuse treatment providers. Past CSAT experience indicates that such relationships are critical in order to resolve technical IT deficiencies for Native American-based treatment programs. No other vender has the range and depth of relationships with Tribal organizations. If responsible sources believe there are extenuating circumstances which would enable them to perform the requirement, they may submit proposals which will be considered by CSAT/SAMHSA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
