Description
NASA/JSC has a requirement for a one-year extension to the Safety, Reliability, and Quality Assurance Support Services Contract, NAS9-19180, with Scientific Applications International Corporation (SAIC). The existing cost-plus-award fee, level-of-effort contract has a period of performance from April 1, 1995 through March 31, 2005. This one-year action will extend services to March 31, 2006. The services contemplated for the one-year extension fall within the scope of the existing statement of work. Services include the overall Safety and Mission Assurance (S&MA) support to the Space Shuttle Program (SSP), the International Space Station (ISS) Program, the Crew Exploration Vehicle Program, to all Government-Furnished Equipment developed at the Johnson Space Center (JSC), to both SSP and ISS-related Extravehicular Activity hardware and operations, and to both SSP and ISS payloads. Services will also include real-time support as required in the JSC Mission Evaluation Room, reviewing in-flight anomalies, and assuring that resolution of anomalies does not violate S&MA requirements, and represents a safe course of action for the program(s). NASA/JSC intends to extend the existing contract with SAIC supported by a Justification for Other than Full and Open Competition, pursuant to 10 U.S.C. 2304(c)(1). Only the incumbent is uniquely situated to avoid the steep learning curve associated with transition activities while mitigating critical safety risk concerns during Return to Flight (RTF) activity. Since SAIC has the skills, knowledge, training, personnel, and corporate knowledge to perform the work contemplated, no phase-in activities will be required, thus effectively mitigating risk. The term of the extension is warranted to insure avoidance of this situation if the RTF launch date continues to slip. JSC/NASA has every intention of conducting a Full and Open Competition for the follow-on procurement to this one-year extension. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 03, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
