Description
The Iowa National Guard wishes to solicit proposals for a Best Value Construction services contract for the KC-135 Fire Crash/Rescue Station/Security Forces Complex project located at the Iowa Air National Guard Base, 2920 Headquarters Avenue, Sioux City, Iowa. The work includes, but is not limited to, all materials, labor, tools, expendable equipment, utility and transportation services, and all incidental items necessary to construct a 21,00SF, two story Fire/Crash Rescue Station. The facility will be a steel and masonry structure with metal and ply roofing construction. The facility includes an administrative area, vehicle storage, sleeping quarters, kitchen, and other associated functions. In addition, concrete paving fencing and support utiliti es will also be required. After completion of the new fire station, the existing fire station will be renovated to serve as the new Security Forces Complex. The renovation includes but is not limited to the removal/replacement/addition of walls, doors, w indows, flooring, etc. In addition to the replacement and upgrading of the existing HVAC and electrical systems in the facility. After completion of the Security Forces renovation, the existing Security Forces facility will be demolished. At a minimum t he following trades may be required for this project: laborers, carpenters, masons, equipment operators, pipe fitters, cement finishers, electricians, sheet metal workers, welders, iron workers, bricklayers, painters, roofers, sprinkler fitters, floor laye rs, glaziers, plumbers, and insulators. The estimated construction period is 720 days after receipt of NTP. The North American Industry Classification System (NAICS) code is 236220, with a size standard of $28,500,000.00. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. A firm-fixed price contract will be awarded. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Prefe rence for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. This project has been assigned Request for Proposal (RFP) number, W912LP-04-R-0004. The RFP will be available on or about June 1, 2004. The solicitation will only b e available through the Iowa Electronic Business Solicitation (EBS) via LINKURL: http://216.81.179.134/ebs/advertisedsolicitations.asp. The specifications and RFP packet will be in Adobe Acrobat Reader format, which is free software available at www.adobe .com. It is the potential bidders responsibility to monitor the Guards Internet site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation, plans, specifications, and amendments ( if any). The Government will award contracts resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous representing the best value to the Government, price, and other factors considered. Evaluation factors of Past Performance and Technical considerations, when combined, are significantly more important than cost or price. Past performance is slightly more important than technical. There will be a Pre-proposal Conference on or about June 8 , 2004. The proposal due date will be on or about 11:00 A.M. on July 1, 2004. Proposals need to be mailed or delivered to the USPFO-Purchasing and Contracting Office, Building W41-A, Camp Dodge, 7700 NW Beaver Drive, Johnston, Iowa 50131-1902. The antic ipated award date is July 14, 2004. Successful offerors must be registered with the Central Contractor Registration (CCR).
