Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2001-14 are incorporated and made a part of this RFP. No drawings, specifications, or schematics are available from this agency. Upon request, a Performance Work Statement (PWS) will be provided to interested offerors. The solicitation number is W911SG-04-R-0013. The performance period will be from 7 July 04 through 30 September 04, plus one six-month option. The Request for Proposal may result in a firm fixed price requirements contract. The small business size standard for NAICS Code 611430 is $563 K. This RF P is 100% set-aside for Small Businesses. Proposals are due by 26 May 2004, 12:00 p.m. The Directorate of Contracting, Fort Bliss, Texas is soliciting proposals to provide all labor, costumes, uniforms, and supervision necessary to provide the non-personal services of contractor personnel to serve as Civilians on the Battlefield COB as role players in the performance of training scenarios at Fort Bliss ranges for military units. The Government will provide transporation to and from the ranges. Role players do not need have any type of theatrical ability. Role players will play various positi ons and groups of people representing possible situatuions for training in support of a series of conventional scenarios relative to the Iraqi theater. Role players will play a variety of roles including but not limited to petty criminals, terrorists, tr ibal and reliious leaders, refugees, informants, farmers and herders, taxi drivers, trustees. Specific role playing will be provided in the training support requirements. Base Period: 7 Jul 04 THOUGH 30 Sep 04 CLIN 0001 INFO ONLY Provide Non-Personal Serv ices to include all costumes, uniforms, materials, labor and supervision to perform scenerios required by the Government in accordance with the PWS. Option Period 1 October 2004 through 30 April 2005 CLINS and SUB CLINS are the same as Base Year and need to be priced out. Award of contract is subject to availability of funds. Exercising of option period will be subject to availability of funds. Total Price for evaluation purposes is determined by adding the total price of all CLINS in the base period and all CLINS in the option period. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. The following FAR clauses and provisions apply to this RFP. Copies of FAR clauses / p rovisions may be accessed via the Internet at www.arnet.gov. 52.212-2 Evaluation Commercial Items (Jan 1999) (a)The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Ability to meet specifications and past performance, when combined, is approximately equal to price. 2.Past Performance. The Offeror must submit past performance information demonstrating the types, length and nature of services provided, to include identification of types of firms services were provided to, and at least three (3) references for simila r work performed in the past. 3.Price. (a) Ability to meet specifications and past performance is approximately equal to the price. (b) A written notice of award or acceptance of an offer, mailed or otherwise Furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Contractors who meet the specification and have a fair and reasonable price will be considered for award.
