- The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS), plans to issue a Request for Proposal (RFP No. FSIS-20-B-04) to provide mobile marketing services for the USDA Food Safety Mobile. This acquisition is set-aside for competition restricted to small business concerns and will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items. The purpose of this requirement is to promote the existence of the USDA Food Safety Mobile and its national campaign to bring food safety education closer to consumers by taking it directly into their communities and engaging them at high-traffic venues where they shop, work, and play. The mobile marketing services would fall into the following general categories: 1) Search for outreach opportunities across the continental U.S. for the Mobile; 2) Manage all the logistical arrangements for the Mobile to exhibit at events; 3) Interact directly, on an as-needed basis, with local educators/cooperators to work out any event details/arrangements; and 4) Add On Options for promotional ideas and consulting; developing a pre- and post-test evaluation tool to measure consumer knowledge and/or behavior change; and providing personnel at the events to communicate with the public and answer basic questions about food safety. Offerors are required to submit a technical and price proposal for evaluation by the Government. It is anticipated that a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded. The period of performance will be for a 12 month base period plus four additional 12 month option periods. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The award will contain provisions for issuance of firm fixed price task orders. The applicable North American Industry Classification System (NAICS) code is 541820, Public Relations Agencies, and the small business size standard is $6 million in average annual receipts. All responsible sources which meet this size criteria may submit a proposal which shall be considered by the agency. The offers must conform to the RFP instructions and be received by the closing date and time specified in the RFP. The anticipated release date of the RFP is on or about June 09, 2004. The firm date and time for receipt of offers will be stated in the RFP. Oral communications are not acceptable in response to this notice.
