- RESPONSE TO SOURCES SOUGHT QUESTIONS PART II 1. Does a business have to possess all of the capabilities to perform all of the tasks listed in the SOW for every region? No, a business may demonstrate that it can preform a portion of the SOW, or that it can preform the entire SOW. Additionally, since separate and multiple contracts are anticipated being award in each region, a business may ultimately propose in only one or a few regions. 2. Will the potential small business vendors contract directly with EPA or will they be subcontractors under prime contract awards? The potential for both scenarios is available. To see the current make up of START contractors, go to the following link: www.epa.gov/oamsrpod/ersc/start/index.htm.
