Description
This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation and supervision to perform Vegetation Clearing (Brush Clearing) along the Valley Railroad right-of-way. The work consists of cutting vegetation, felling trees, trimming limbs and branches on retained trees and associated clearing, along approximately 50 miles of Valley Railway track. The track is used by the Cuyahoga Valley Scenic Railroad as an excursion railroad. Limited sections of track are used by freight operators. The contractor will be removing vegetation that has grown over the last one to three years through a variety of urban, residential, rural, and wooded settings. Approximately 26 miles lies within the Cuyahoga Valley National Park located in Cuyahoga and Summit Counties, Ohio. The remaining approximately 24 miles is south of the park and is located in Summit and Stark Counties, Ohio. Material to be removed includes dead and downed vegetation. Vegetation types include hardwoods, conifers, shrubs, vines, forbs, and herbaceous plants. The contractor shall use mechanical means only. No chemicals or herbicides may be used. No controlled burning may be used. The work is to be performed from MP 66.4 to MP 16.3. All work must be completed by September 30, 2004. All on-track work shall be done using approved on-track (hi-rail) equipment. The cutting and clearing limits are 20 feet either side of centerline of railroad track, 25 feet above top of rail, and within 6 inches of ground level. Additional requirements and restrictions are in the technical specifications that will be issued with the solicitation. The NAICS code is 237990. The small business size standard is $28.5 million. The estimated price range for this project is between $25,000 and $100,000. This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is open to both small and large businesses. The solicitation with specifications and wage rates will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about May 28, 2004.
