Description

Point of Contact for this project is Ernie Waugh, Contract Specialist, (817) 886-1087 This will be an Indefinite Delivery/Indefinite Quantity Construction Type Contract. The contractor shall provide all contract forces to perform paving tasks at various locations around Lake O The Pines and Wright Patman Lakes, Texas, (Piney Woods Project) in accordance with the specifications herein as ordered by individual Task Orders. The following is a list of required tasks under this contract and each will be required at various locations around the various lake projects: Preparation of Raw Subgrade( 6 inch), Road Shoulder Repair, New Base Course (In Place), Iron Ore Gravel (In Place), Scarifying and Reshaping Base Course, Lime Stabilized Subgrade (6 inch), Portland cement treated materials, Single Course Surface Treatment, Two Course Surface Treatment , Hot Mix Asphalt Concrete Pavement (Type C and TypeD), Bituminous Tack Coat, Bituminous Prime Coat, Pavement Patching and Repairs, Sealing Joints and Cracks in Pavement, and Linear Pavement Marking. The contract will be issued for a base year and will con tain four (4) one-year options that may be exercised at the Governments discretion. Work includes but shall not be limited to, all job planning, programming, scheduling, administration, and management necessary to assure that work is accomplished in accor dance with this contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer and/or his authorized representative. The quantities of services specified in the bid schedule are estimated. Actual wor k performed will be authorized by task orders issued to the contractor during the term of the contract. Estimated Construction Range: $1,000,000 to $5,000,000.00 for the base and four option periods. Solicitation will issued on or about 1 June 2004. Bi ds will be due on or about 1 July 2004, 2 PM local time. Duration of the project is from date of award through 365 calendar days with four option periods of each. The North American Industrial Classification System (NAICS) Code applicable to this projec t is 237310. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for su bmission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantages Business, 10%; W omen-Owned Small Business, 10%; Service-Disabled Veteran-Owned Small Business, 3.0%; and HUBZone Small Business, 3.0%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and sp ecifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any chan ges to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
