Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends on issuing on a sole-source basis, a purchase order for services to Virginia Polytechnic Institute. The goal of this contractual effort is to review the current position-based control strategy of the Pendulation Control System (PCS) and suggest other control strategies such as velocity-based. This effort supports on-going Sealift research and development (R&D) efforts to develop systems which stabilize payloads being maneuvered about ships at sea and help the crane operators perform functions more effectively. A key investigator at VA Tech developed the existing pendulation control motion algorithms for the Hagglunds TC3637 crane as part of an Advanced Technology Demonstration for Shipboard Crane Motion Compensation systems from 2000 until 2003. He was responsible for the analytical control and numerical simul ation development, control software coding, as well as modeling of the various sensor systems. This effort required extensive data collection onboard the ship as well as many hours of analyzing the data. As such, he is uniquely familiar with the control solution currently implemented on the SS Flickertail State PCS unit. Because of this experience the requested key performer is uniquely qualified to perform this tasking because of his intimate knowledge of the mathematical algorithms used to develop the position-based control strategy. This new effort to investigate new control strategies requires the knowledge and experience developed during the previous research. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for com petitive quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
