Description
PRIMARY POINT OF CONTACT for this project is Kenneth R. Carleton, Contract Specialist, 817/886-1084 DESCRIPTION: This project requires the design/build of a new student officer quarters located at Laughlin AFB, Del Rio, Texas. The facility will consist of approximately 70,000 total square feet of space in both construction phases. The space will include dormitory living space, common areas, stairwells, and a mechanical central facility expansion to house new cooling towers. The project will also include a minimum of 120 new parking spaces, covered bike racks, connecting sidewalks for pedestrian circulation, site improvements, such as covered picnic and BBQ areas, a new screened dumpster area, appropriate building and landscaping stand-off distanc es and other anti-terrorism/force protection measures. Supporting facilities shall include gas, sewer, water, and underground electrical and communication services. Each living unit within the new facility will receive telephone and cable TV/computer con nections. There are no new streets within the current project design. Fire protection and alarm systems will also be provided throughout the new facility. Demolition of an existing parking lot within the site, an existing trash bin and the potential dem olition of existing foundations just south of 4th Street are all included as a part of the overall site development. The project is to be designed and constructed into phases as follows: Phase I, 100% complete project design for Phases I & II, 56 new stude nt housing units, 56 new covered parking space (Minimum), All Central Plant upgrades as indicated in the original Project Definition Report (dated 24 April 2003) with systems modifications as outlined in the Project Definition Report Amendment (dated Janua ry 30, 2004). Phase II (Option I), Construct 64 new student housing units, Construct 64 new covered parking spaces (remaining amount from Phase I), Construct mechanical system tie-ins to Phase I Central Plant Improvements. Evaluation Criteria, 1.5.1 Volu me I Primary Design Construction Team Management Proposal, A. Project Organization and Personnel, Experience, Past Performance. 1.5.2 Volume I ?????? Preliminary Design Proposal, Design Proposal (Volume II), Preliminary Project Schedule (Volume II) Thi s contract action will be subject to the availability of funds. This requirement is offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined b elow. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible HUBZone business concern, Tier 1, in ac cordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a HUBZone award, the Government intends to award on the basis of full and open competition from among all responsible, responsive bids, Tier 2, received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluat ion preference and their bid is not more than 10 percent above the lowest large business concerns price. Estimated duration of the contract is 630 days from Notice to Proceed. The plans and specifications, when available, will be posted on the Internet an d available on CD-ROM. Plans and specifications will not be available in paper format. Notification of amendments will be made through either CD-ROM, and/or Internet only, however, the Government reserves the right to use only the Internet as notificatio n of any amendments to this solicitation. It is the offerors responsibility to view our web site daily for amendments to the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 236116, Commercial and Institutional Building Construction. Small Business Standard is $28.5 million. The construction project price range is more than $10,000,000. The solicita tion is tentatively scheduled to issue on or about 28 May 2004, and proposals are due on or about 28 June 2004. Bidders shall register themselves on the Internet to receive amendment notices. The Corps of Engineers accepts bids from Prime Contractors only.
