Description
The purpose of this amendment is to lower the estimated dollar amount to $1,000,000.00 for any one period for a maximum estimated contract value of $3,000,000, to clarify and answer questions. Work will issued by firm fixed price task orders. The clo sing date remains the same. Question: The acronym ACA in the Contracting Office Address stands for? Answer: Army Contracting Agency. Question: Multiple times throughout the Synopsis text there is a reference to See Note 24, where do we find this list of notes? Answer: Go to the bottom of the text of the announcement on the Fed Biz Ops website. Click on Government-wide numbered notes. Question: Selection Criteria G requests Extent of participation of SB........measured as a percentage of the total estimated effort and I did receive the Modification that the 60% of subcontracts does not apply to the 8(a) set-aside. We are the 8(a) archit ectural/engineering prime and while we will have other Small Business consultants that will be detailed in our submittal, until scope of work is determined for specific projects it is unclear how to measure that participation as a percentage. Answer: The percentage of small businesses will not be used as an evaluation criteria in selecting the most technically qualified firm. However, those percentages will be used in negotiation of the contract itself after the most technically qualified vendo r has been selected. Question: We are currently working on our proposal and team members for the above mentioned solicitation. As we went through it our Cost Estimate team member asked if Pulsar/RS Means based automated software is truly the one you want addressed. This appe ars to be an older system and we just wanted to make sure it is indeed the system you wanted addressed in the proposal. Answer: Yes. Question: How hard a requirement is it that estimates be submitted using R.S. Means based PULSAR format? Answer: This is a requirement. Government computers are currently set up to meet this requirement. Question: Is there an incumbent who is doing this work for Ft. Carson and Schriever AFB? If so, please identify. Answer: Holmes and Narvar has a current IDIQ A/E contract at Ft. Carson. Question: Other than the size standard of $4M, what employee size standard to you envision would be required to perform the work defined in the April 26, 2004 Synopsis? Answer: It is up to each individual contractor to determine how many employees he or she should have on hand to meet the requirement.
