Description
The purpose of this amendment is to add the following: FA8201-04-R-AAAC A&E IDIQ, 14 MAY 2004, CONTRACT NEGOTIATOR: JUSTIN TIDWELL,OO-ALC/PKOE, 801-777-5018, AMENDMENT 1, QUESTIONS FROM CONTRACTORS ON A&E SOLCITATION. Question - Is the Air Force looking for a firm/team to provide all disciplines under this contract or can a firm/team submit for a specific portion of work only? Answer ? Interested firms should be able to provide, either through in-house capability or through partnering arrangements with other firms, all services described in the synopsis. This typically includes architectural, civil, structural, mechanical, and electrical and fire protection. Question ? Who are the incumbent contractors associated with the current A&E services contract? Answer ? current firms that provide services are: Gillies, Stransky, Brems and Smith Architects of Salt Lake City Utah (Large Business) Design West of Logan Utah (Large Business) URS of Salt Lake City Utah (Large Business) EASE Incorporated of Salt Lake City Utah (Small Disadvantaged Business) Thomas Engineering Company of Bountiful Utah (Small Woman Owned Business) James O Chamberlin and Associates of Ogden Utah (Small Business) Question ? Will the incumbent contractors be proposing to become contractors under this new contract? Answer ? The Air Force is unable to project which firms will decide to submit synopsis response packages in conjunction with this particular opportunity, this is a decision each potential offeror will make. While it is possible that a given firms status may have changed relative to their respective small business categorization with the SBA; as long as they are determined to be responsive/responsible contractors as defined in Federal Acquisition Regulations and comply with overall synopsis requirements; the Air Force will not exclude incumbents from competing. Question ? Why is PKOE the Contracting Section at Hill AFB responsible for processing this synopsis and associated contracting activity? Answer - PKOE is the Construction and Environmental section of Operational Contracting Division within the overall Contracting Directorate at Hill AFB. A&E contracting is the responsibility of the PKOE section. However, the Selection Boards evaluating, and rating submittals will be comprised solely of licensed professional architects and engineers within Civil Engineering.
