- Description
- The Intramural Research Program (IRP), National Institute on Drug Abuse (NIDA), National Institutes of Health (NIH) intends to negotiate on a sole source basis with Washington University in St. Louis, MO., for a project titled ?Collaborative MDMA and other Club Drugs Study.? Washington University has an existing professional collaborations and facility infractures in place to undertake this project by nature of performing unique on-going clinical studies in Taiwan on abuse dependence and adverse sequelae relevant to MDMA and methamphetamine use. Successful project completion relies on use of the established collaborations with the Taiwanese government and Taiwan national agencies, such as the National Bureau of Controlled Substances (NBCS) and the National Defense Medical Center?s Tri-Service General Hospital. It also has a proven track record and expertise in the nature and extent of self-reported dependence on and abuse of 4 specific types of club drugs (i.e. Ecstasy, GHB, rohypnol and ketamine compared to methamphetamine). The Washington University will conduct qualitative research on club drug use in the genetically homogenous Taiwan area, as part of a continuing epidemiological study, including measurements about the harmful, neurological, and psychiatric effects of drug use. Washington University will use its expertise in clinical interviewing and the establishment and maintenance of area focal groups to obtain and compare self-reported club drug use information of study participants with club drug use as obtained by chemical urine analysis. Washington University will perform interviewing and focal group services in Taiwan, in addition to establishing a domestically located data collection center. We plan to award a 2-year, cost reimbursement type contract. Statutory authority to justify this procurement is 41 U.S.C. 253 (c)(1) as set forth in FAR 6.320-1, Only One Responsible Source. Inherent duplication of cost and unacceptable delays in providing the required services make competition unfeasible. Organization believing they successfully can challenge the Government?s sole source justification should send relevant and specific information in the technical area under consideration, on each of the following qualifications: 1) Understanding the project including the ability of the Offeror to manage the modified Risk Behavior Assessment (RBA) and to conduct qualitative research on the unique factors that relate to club drug use in an effort to interpret epidemiological data. 2) Technical approach and ability, including experience and expertise in providing collected ethnographic data as it related to Taiwanese club drug use. 3) Management plan, facilities and corporate experience in managing projects of similar size, scope and content. Experience in providing similar collaborative support will be analyzed. 4) Personnel and the ability of the Offeror?s staff to provide the needed ethnographic data. See Numbered Notes 22 and 26.
