Description
This is a pre-solicitation notice advising potential offerers that the Government is considering dissolving the Total HUBZone set-aside and making the solicitation a small business set-aside. This would improve teaming arrangements between parties because FAR 52.219-3 has percentage requirements for the cost of personnel that may be difficult for HUBZone contractors to accomplish at a reasonable price. This is because Eddy county and Chaves county New Mexico are no longer HUBZone counties. A site visit is mandatory and all parties that have attended the prior two site visits are requested to provide information to our office that they can meet the requirements of FAR 52.219-3 without significantly impacting their proposed coefficients. These vendors should provide documentation by faxing it to 505-748-8002. This information should show how the company can meet this FAR requirement and include the percentage impact to their coefficient. This information shall be protected as source selection information. This information should be faxed no later than 12:00pm MT on 18 May 2004. If it is determined that two or more HUBZone contractors can not meet this requirement at a reasonable price, the Total HUBZone set-aside will be dissolved and the solicitation will be amended to be a small business set-aside. All small business are encouraged to review this solicitation because it may be open to all small businesses.The successful offeror will be competitively chosen using negotiated procurement procedures in accordance with FAR Part 15. The contract will be for a broad range of alteration, repair, and construction work on real property at the FLETC campus in Artesia NM. The successful contractor must provide all necessary management, quality control, labor, materials, and equipment required to facilitate the renovation and repairs to facilities at the FLETC campuses. The work issued under individual delivery orders shall include tasks in a variety of trades, including but not limited to, carpentry, pavement repair, roofing, excavation, interior/exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, welding, and other general construction requirements. The contractor must have the capability to provide management and quality control for all subcontractor and supplier requirements for each delivery order. The contractor may have several delivery orders involving subcontractors, suppliers and his/her own work forces to manage concurrently. The successful offeror must have experience in IDIQ Construction, Job Order Contracts, Work Order Contracts and/or relevant experience in the management of numerous multiple skill projects simultaneously.
