- Description
- The U.S. Research, Development and Engineering Command, (RDECOM) ?Armament, Research, Development and Engineering Center (ARDEC), Picatinny, New Jersey, 07806-5000, is currently seeking qualified sources with the capability of providing fabrication of four (4) Weapon Test Stands, One Rifle firing trap, Gun Mount for the John Deere Gator vehicle, and recoil mitigation technology for the XM109 25MM Anti-Materiel Payload Rifle. The contractor will be required to provide the following, in accordance with the Statement of Work, for this effort: 1. Design, fabricate, test, and deliver to the Government, four (4) Small and Medium caliber weapon test stands. 2. Fabricate one (1) rifle firing trap to facilitate indoor weapons testing. 3. Design, fabricate, test, and deliver to the Government, one gun mount for the John Deere Gator all terrain vehicle. 4. Design, fabricate, test, and deliver to the Government, fifteen (15) recoil mitigation systems to the Government prior to testing of the weapon system at APG ATC and the User Assessment. 5. Provide engineering support, to the effort, to lower the recoil energy of the XM109 25MM Anti-Materiel Payload Rifle in concert with Barrett Firearms Manufacturing. Currently, the recoil energy of the XM109 25MM Anti-Materiel Payload Rifle exceeds the 60 ft-lbs limit allowable under ATC guidelines. The contractor will be tasked to provide recoil mitigation technology that will lower the recoil energy to increase the reliability of the weapon system. Additionally, the contractor will be tasked to develop a weapon test stand that can be used to accurately measure the dynamic responses of small and medium caliber weapon systems. 6. Provide engineering support during weapon demonstration, ammunition testing, and user evaluations. A detailed schedule for the efforts listed above shall be developed between the Contractor in coordination with Barrett Firearms Manufacturing, and the Government. The Contractor will hold meetings with the Government towards achieving the objectives of these efforts. The Contractor will notify the Government at least two weeks prior to scheduled testing as to when and where the testing will take place, to allow Government personnel to witness testing. The contractor will deliver four (4) Weapon test stands. A final report will be delivered to the Government in accordance with DI-ADMN- 80447 along with hardware and a complete drawing package for the weapon test stand, gun mount for the John Deere Gator All-terrain vehicle, and recoil mitigation devices in accordance with DI-DRPR-80651. The drawing package will be a part of the final report. Packaging will be in accordance with ASTM D3951- 98, Standard Practice for Commercial Packaging. All activities will be in compliance with Federal, State, and Local Laws and Regulations. The Contractor will report in accordance with DI-SAFT-81563 immediately any major accident/incident (including fire) resulting in any one or more of the following: Causing one or more fatalities, or one or more disabling injuries; Damage of Government property exceeding $10,000.00; Affecting program planning or production schedules; Degrading the safety of equipment under contract, such that personal injury or property damage may be involved; Identifying a potential hazard requiring corrective action. The contractor will prepare the report in accordance with DI-SAFT-81563 for each incident in accordance with the CDRL. If the Contractor determines not to limit the energetic components/ materials to the items mentioned above during this contract, then the Statement of Work must be resubmitted to AMSRD-AAR-QES-C so that the appropriate safety data can be added to the contract. The Contractor cannot handle any energetic component/material without the appropriate safety data. The Contractor will provide a Preliminary Hazard Analysis in accordance with DI-SAFT-80101B and MIL- STD-882D, Standard Practice for System Safety that assesses the modifications outlined in the Statement of Work and any System Safety concern observed by the engineering staff. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing their technical capabilities and specifically address the requirements listed above in response to the aforementioned criteria. It is currently the intention of RDECOM-ARDEC to issue a sole-source award to Cape Aerospace LLC. 2639 N.E. 9th Ave. Cape Coral, Florida, 33909-2917. This is a market survey not a pre-solicitation notice. There is no formal solicitation available at this time. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
