- Description
- This notice constitutes the formal announcement given by the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) for a streamlined competition in accordance with OMB Circular A-76 dated May 29, 2003 for secretaries, office automation assistants, special/staff/program assistants. The Fair Act Inventory Commercial Activities Inventory Function Codes for these services are H000 and H404. These services are currently performed at the DHHS, SAMHSA, located at 5600 Fishers Lane and Rockwall II Building Rockville, MD 20857. The formal start date for this study is May 12, 2004 and the study shall be completed by September 10, 2004 in accordance with the Streamlined Competition process. This study will review thirty (30) Full-Time Equivalents (FTEs) to include: Twenty (20) GS-318 Secretaries, One (1) GS-322 Clerk Typist, Five (5) GS-326 Office Automation Assistants, and Four (4) GS-301/303 Special, Staff, and Program Assistants. A cost comparison will be done to determine the least costly and most efficient operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities for the services described above. To accomplish this study, a Contract Cost Performance will be compared with the Cost of a Most Efficient Organization (MEO) by Government personnel for the above occupational series. If the study results in the conversion of Government performed services to contract services, Government personnel adversely affected by the conversion shall be afforded the Right of First Refusal for jobs for which they are qualified. The Competitive Sourcing Official (CSO) is Mr. James L. Stone, the Agency Tender Official (ATO) is Anna Marsh, the Performance Work Team Leader (PWTL) is Lee Wilson, the Contracting Officer (CO) is Michelle Ringo, Human Resource Advisor (HRA) is Carol Currey. DO NOT call, email or write to the study officials mentioned in this announcement as calls, email or letters will not be returned or answered regarding this study. This is not a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater that the cost of in-house performance by Government personnel. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities if and when it is released.
