- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisition Branch (M/CON/SA), has a requirement for a contractor to provide training in media ethics, editorial responsibility, news management, advertising sales and sales management, and technical repair and maintenance of FM stations for present and prospective BBG/IBB affiliates in Uganda using the Test Program for Certain Commercial Items specified in Subpart 13.500 of the Federal Acquisition Regulations (FAR). Pursuant to FAR Subpart 12.603, the following constitute both the synopsis and the solicitation: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are herein being requested, and a separate solicitation will not be issued. (ii) The solicitation number for this procurement is CON-04-0017 and this solicitation is issued as a Request for Quotation (RFQ). (iii) Incorporated provisions and clauses incorporated in this solicitation document are those in effect through Federal Acquisition Circular 2001-021, Title 48, March 28, 2004. (iv) The Contracting Officer has found and determined that this procurement is appropriate for a set-aside for small business in accordance with FAR Subpart 19.502 entitled "Setting Aside Acquisition". The North America Industry Classification System Code (NAICS) is 611710 and the small business size standard is 750 employees. (v) The training specifications and line items are as follows: Item 1. Provide training for approximately 25 staff members of present and prospective BBG/IBB radio and television affiliates in Uganda. The contractor shall offer a series of in-country training sessions and shall be responsible for providing the BBG/IBB with a detailed draft course outline for training sessions for each of the following topics: 1) Media ethics and editorial responsibility, (length of course 4-5 days); 2) News preparation, presentation and management, (length of course 5 days); 3) Advertising sales, sales management, (length of course 10 days); and 4) Technical repair and maintenance of FM stations, (length of course 3 days). Quantity: 1 EA topic; Sub-line Item 1a. Provide all necessary support materials, prices, item numbers and item availability information. (Cost for support materials shall be itemized and included in the total overall contract price); Sub-line Item 1b. Provide equipment needed for classroom presentations and/or hands-on assignments. (Cost for purchase or rental of all necessary equipment shall be itemized and included in the total overall contract price.); Sub-line Item 1c. Provide all training material for each attendee at each training session. (Cost for training material shall be itemized and included in the total overall contract price.); Sub-line Item 1d. Coordinate local transportation of the training project participants and attendees. (Cost for local transportation shall be itemized and included in the total overall contract price.); Sub-line Item 1e. Coordinate with the U.S. Embassy in Kampala on the selection of (a) suitable venue(s) for the training project. (Cost for the use of the training project venue(s) shall be itemized and included in the total overall contract price.); Sub-line Item 1f. Coordinate with the U.S. Embassy in Kampala on the selection of suitable accommodations for the participants and attendees of the training project. (Cost for the accommodations, meals and incidental expenses for the project's participants and attendees shall be itemized and included in the overall contract price.); Sub-line Item 1g. Conduct a field-reporting equipment needs assessment among current BBG/IBB affiliates and purchase the requested gear which shall become the property of the affiliates at the conclusion of the course (i.e. audio/video recorders for stringers, field microphones, Palm Pilots, etc.) (Cost for all necessary gear shall be itemized and included in the overall total contract price.) (vi) The BBG/IBB, Office of Marketing and Program Placement (OMPP) is seeking a contractor, referred to in this statement of work as a "training organization," to provide training for staff members of present and prospective radio and television affiliates in Uganda. (vii) Period of Performance and Summary of Deliverables: The training sessions shall occur during a two-week period in July 2004 at a venue in Kampala, Uganda. (The exact dates and location are to be determined between the Government and the awardee). The training organization shall deliver to the BBG/IBB the following deliverables: a) a detailed draft course for training sessions, one month before training sessions are to begin. b) a series of presentations and/or lectures, using whatever resources are necessary and/or available, to convey the latest practices: 1) in gathering, writing, editing and presenting broadcast journalism, with special emphasis upon the use of newsmaker audio and ENG; 2) ensuring newsroom compliance with ethical journalistic standards, with special emphasis upon accurate, balanced and comprehensive reporting, the use of multiple sources, and the avoidance of "checkbook journalism"; 3) managing personnel and resources for: i) newsroom operations, ii) advertising sales staffs, iii) general station operations, with special emphasis upon personnel hiring, training and operational budgeting; and 4) maintaining and repairing FM station and transmission equipment. When and where possible, during the training sessions, introduce attendees to working experts in broadcast journalism and broadcast management and arrange field trips to successful local operations. c) a final report on the presentation of and the reception for the training sessions, including participant evaluations, along with a list of suggestions for similar training sessions in the future. This report is due one week after the completion of the training sessions. (viii) The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items incorporated by reference. 1) Offerors are reminded to submit their DUNS Number with their price quotation. 2) Offerors responding to this RFQ shall include sufficient information in their technical proposal to address the technical evaluation criteria listed below to enable the BBG/IBB to objectively evaluate the offeror's capabilities/experience to successfully perform the work specified within this RFQ. 3) Offeror's price quotation shall be on a separate page from the technical proposal and shall include an itemized listing of all costs associated with conducting these training sessions for the BBG/IBB (i.e., instructors; supplies/ textbook/ handouts; equipment (purchase and/or rental); software; duplication; phone/fax; travel (international); transportation (local); accommodations/food/incidental expenses (per attendee); and venue(s) rental. 4) Price quotations submitted in response to this RFQ that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, Definitions) will not be considered as responsive to this RFQ. (ix) FAR 52.212-2, Evaluation, commercial Items, applies to this acquisition. The Government will award a firm-fixed price contract (i.e. purchase order) resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to this RFQ will be most advantageous to the Government, based on: A) The offeror's Technical Capabilities/Experience (for which there are four equally weighted subcriteria); and B) Price Quotation. Of the two selection criteria, Technical Capabilities/Experience is equal to price criterion. The Technical Capabilities/Experience subcriteria are as follows: (1) Key Personnel: Project Director and Project Trainers may have demonstrated experience as station managers, on-air performers, journalists and/or technicians in commercial or public broadcasting. Preference will be given to project directors, who may also serve as trainers, project trainers who have at least five years of experience in the above stated areas of expertise; and those who have three years of experience in teaching the subjects specified in this RFQ on a trade school or college level. (2) Past Experience: Demonstrated experience of previous successful training programs, in particular any conducted for BBG/IBB, other Federal agencies, or for recognized professional organizations and/or institutes of higher learning as well as a rigorous background in professional print and broadcasting. (Preference will be given to project director and trainers with previous teaching experience in a foreign setting.) In addition, offerors shall provide the name, address and telephone number of a least three current easily verifiable references that their training organization has successfully provided similar services within the last 2 years. Upon request, references must be able to provide a response to the Government within three calendar days. (3) Media Environment: Familiarity with the media environments of East Africa, in particular Uganda. (4) Timeliness: Ability to complete training in accordance with BBG/IBB's proposed schedule as stated above in (vii) Period and Performance and Summary of Deliverables. (x) Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. (xi) The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition-with no addenda to the clause. (xii) FAR Clause 52.212-5 Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5: 52.222-19, Child Labor--Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222.36; Affirmative Action for Workers with Disabilities; 52.222-26, Equal Opportunity (E.O. 13146); 52.222-35, Equal Opportunity for Special Disabled, Veterans of the Vietnam Era, and other Eligible Veterans (38 U.S.C. 793), 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Veterans (38 U.S.C. 4212); 52.222-13, Restriction on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); (xiii) The following FAR clause is also applicable to this acquisition: 52.222-22, Previous Contracts and Compliance Reports. There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirement(s) necessary for this acquisition other than those consistent with customary practices. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition. (xv) Numbered Note number 1 is applicable to this acquisition.
