- NA The U.S. Geological Survey (USGS) anticipates awarding a contract on a sole source basis to Raytheon Systems Company, of Springfield, Virginia, for software and hardware maintenance which constitutes the USGS's Global Fiducial Library (GFL) system located in Reston, Virginia. Performance requires the Contractor to have a high level security clearance. The GFL is comprised of a variety of vendor's systems (both hardware and software) as well as custom developed software and databases designed to interface all the components of the system. The primary hardware systems are: SGI workstations (Origin 2000 and 4 O2s); SUN Enterprise 3000 servers; SUN Blade 150, and Ultra Enterprise 1 Model 170; Apex DST and Metrum SVHS tape drives; StorageTek L700 tape library with T9940 drive; monitors and various other peripherals. COTS software on the system includes that of SGI, SUN, Ampex, Autometric, BMC, Core, Cybersoft, GNU, GDE, HP, Netscape, Oracle, Platinum, EMASS, Veritas, StoragTek. Raytheon Systems Company is the only company that possesses the proprietary source code for the custom software modules of this system. The anticipated period of performance for this contract will be a base year with two option years. Potential sources for the required hardware and software maintenance services are invited to provide an affirmative response within 15 days of the publication date of this notice. The anticipated date of award is October 1, 2004. Interested parties may respond with information on capabilities for both hardware and software maintenance. Responses should include full technical information on the vendor in such detail to enable the Government to confirm the submitter's capabilities to maintain the hardware and software. All responses will be evaluated in order to determine whether that firm has full knowledge of the USGS's requirement for maintenance of existing hardware and software in accordance with the above mandatory requirements. An affirmative response shall include literature, brochures, and other such information corresponding to the required items that demonstrates the capabilities of the offeror's services. All responses must be in writing; no telephone responses will be accepted. This notice of intent is NOT a request for competitive proposals. THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY; NO COMPETITIVE RFP WILL BE AVAILABLE. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination to compete this requirement is solely within the discretion of the Government. The NAICS code for this acquisition is 811212. This requirement is a continuing action and Raytheon is the only known source that has the skills and knowledge required to perform the maintenance services.
