Description
THIS PROCUREMENT IS ADVERTISED AS AN 8(a) SMALL BUSINESS COMPETITIVE SET-ASIDE. OFFERS ARE SOLICITED ONLY FROM 8(a) SMALL BUSINESS CONCERNS. OFFERS RECEIVED FROM CONCERNS THAT ARE NOT 8(a) SMALL BUSINESSES WILL BE REJECTED. This project will consist of grading, drainage, base and hot asphalt concrete pavement on 14.800 kilometers of roadway for CA PFH 120-1(3), Quincy-LaPorte Road, in Plumas National Forest, Plumas and Sierra Counties, State of California. Estimated price range is between $1,000,000 and $5,000,000. This project contains one schedule. Principal work items: Lump sum contractor testing; 4,950 m3 roadway excavation; 980 m3 subexcavation; 3,200 m3 waste; 2,300 m3 special rock embankment; 3,900 metric tons roadway aggregate; 17,500 metric tons hot asphalt concrete pavement class B, grading C, type 2 pavement smoothness; 1,050 metric tons asphalt cement grade PBA-6a; 1,200 metric tons minor hot asphalt concrete for pavement repair; 110 metric tons tack coat grade CSS-1, CSS-1h, SS-1, or SS-1h; 375 m underdrain system; 250 m guardrail system G4, type 1, class A (wood posts); 33 ea terminal section type LST; 16 ha seeding (hydraulic method), mulching (dry method), and fertilizer (hydraulic method); 5,000 L pavement markings type B; 1,800 hours traffic control (flagger and pilot car); 25 k temporary pavement markings; along with associated surveying, staking, removal of trees, pipe culverts, delineators, asphalt curb and guardrail. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
