Questions in response to this notice must be submitted in writing to Charis Nastoff at cnastoff@usaid.gov, by 2 PM EST on May 24, 2004. USAID will answer relevant questions, to Section C, in an amendment to the RFP posted to www.fedbizops.gov. USAID estimates awarding up to 3 to 6 contracts in the following two categories: (1) Basic Education (BE) and (2) Linkages in Education and Health (LEH). Estimated No. of Awards. Award Category Type of Award 1-3 Basic Education Unrestricted 1 Basic Education Small Business Set-Aside 1-2 Linkages in Education and Health Unrestricted Offerors may submit a proposal for one or both award categories. Small businesses may submit proposals for any of the unrestricted awards in addition to the Small Business Set-Aside award. A separate proposal is required for each category a contractor wishes to bid on. Contractors may bid on task orders only for those categories for which they hold an award. C. 1 OBJECTIVE AND GENERAL DESCRIPTION OF THE CONTRACT The purpose of the Enhanced Assistance for Basic Learning, Education, and Reform in the Social Sector (ENABLERS) is to establish a world-wide Indefinite Quantity Contract (IQC) to support USAID Missions and Bureaus in the implementation of their Strategic Objectives (SOs) pertaining to education, health, and social sector reform. ENABLERS builds on and expands the scope of services provided by USAID?s current IQC, Basic Education and Policy Support (BEPS). (Creative Associates holds the BEPS contract. Please refer to www.beps.net for more information.) ENABLERS will also provide cost-effective access to technical expertise and implementation support to meet evolving USAID needs. ENABLERS will work within the strategic frameworks of USAID Missions and Bureaus. ENABLERS?s objectives are to Provide USAID with access to technical expertise and implementation support in the areas of basic education, linkages in education and health, and social sector reform in support of Missions and USAID/Washington SOs; (2) Provide cost-effective implementation mechanisms to reduce administrative costs paid by Missions and USAID-centrally funded activities; Customize technical assistance provision to meet evolving USAID needs; Provide technical assistance to programs that integrate multiple objectives; Reduce procurement time for Missions and Bureaus by providing them with a precompeted mechanism. Provide an integrated mechanism to allow Missions with reduced management capacity to implement activities linked to their objectives; and Allow USAID/Washington Regional Bureaus to provide assistance to USAID?s programs in countries where there are minimal or no US direct hired staff. In pursuit of these objectives, ENABLERS will produce the following outputs: Long-term, in-country coordination and implementation of activities in basic education and linkages in education and health, social sector reform, accountability and investment, and institutional strengthening; (2) Short-term technical assistance and implementation support (Refer to pages 20 - 21); (3) Information dissemination through, inter alia, seminars, workshops, training, conferences, and working papers; (4) Training of host-country decision-makers and technical personnel in the design and implementation of education, health, and social sector interventions; and (5) Applied research.
