Description
Ethnographic Study of the CACO Dune Shacks Contractor to furnishing all labor, equipment, supplies, materials and travel expenses, as well as the necessary qualified personnel, facilities, and support to provide a technical report that fully documents the historical and traditional cultural significance of the Dune Shacks of the Peaked Hill Bars Historic District to the dwellers of these shacks within the Cape Cod National Seashore (a unit of the National Park Service). Using the results of the documentation research, the scope of work requires a determination of eligibility (DOE) for inclusion of the dune shack historic district in the National Register based on traditional cultural significance. A site visit and fieldwork involving ethnographic interviews and the collection of oral history will be carried out and it is expected that fieldwork will take place during the summer of 2004. The documentation report will describe the traditional cultural significance of the Dune Shacks Historic District and, using this information, will evaluate the eligibility of the historic district as a 'traditional cultural property' and of the dune community as a 'traditionally associated people.' Although the district has documented historical significance based on its association with artists and writers from the first half of this century, and its landscape and unusual architecture, there is a lack of information about the dune dwellers and the dune 'way of life' which is independent of the artistic tradition and that created and maintained the district to the present time. The ethnographic information and analysis will augment existing knowledge about the historic significance of the district and will be used by park management for the development of effective management procedures for the protection and preservation of the historic district. Proposals will be evaluated on the following criteria in descending order of importance: Technical Approach 1. Adequacy of methodologies proposed for data collection and analysis (30 points); 2. Project Schedule, including allocation of time among different research tasks and project activities (10 points); Staffing Plan: 1. Appropriateness of professional experience and academic specialty of Principal Investigator and other personnel; and adequacy of mix of staff expertise, if any(20 points); 2. Demonstrated experience completing technical reports and professional publications in a timely manner (10 points); 3. Experience applying techniques of data collection and analysis responding to regulatory issues related to management of cultural or natural resources (10 points); Detailed Cost Proposal:1. Adequacy of cost elements to achieve stated study objectives (20 points) This is a two-phase project. Phase I work will be the basis for award. Phase II work is considered an option, and may be elected at time of award, pending the availability of funding. If funding does not permit election of the option at time of award, this option may be elected at a later date, pending the availability of funding. Proposals shall include supporting documentation and narratives that explain all cost proposed, projections or, estimates. Award will be made on a "Best Value" basis and in accordance with the Evaluation Criteria listed above which are weighted according to their importance. A Best Value is defined as the offer that results in the most advantageous acquisition decision for the Government.
