- The Main Shaft Seals are critical in maintaining the watertight integrity of the submarine in all operating conditions. These seals are difficult to manufacture and/or refurbish, with extremely critical tolerances and flatness requirements. When the NAVICP procures the manufacture and refurbishment SSBN 726 Class Main Shaft Seal, only sources that have been approved under the qualification requirements will be considered for contract award. Contractors interested in manufacturing and refurbishing SSBN 726 Class Main Shaft Seals may request a copy of the specification and drawing package and the technical data package from the Contract Specialist at NAVICP: Naval Inventory Control Point Code 0243.23 5450 Carlisle Pike Mechanicsburg, PA 17055 (717)605-7821 email Kevin.Kauffman@Navy.mil The item is the Main Shaft Seal, National Stock Number (NSN) 7H2825-01-391-9808 an d is manufactured to the following: NAVSHIPS Drawing No. 203-5770269 Rev B Engineering Notice EN DM105188 Rev F NAVSHIPS Drawing No. 203-5770270 Rev C NAVSHIPS Drawing No. 203-5770271 Rev C EB SPEC2842E EB SPEC 2856D Due to the military critical technology contained in the specifications and drawings, a completed and approved DD Form 2345, entitled Military Critical Technical Data Agreement, must accompany the contractor’s request for documents. Certification under the JCP establishes the eligibility of a U.S. or Canadian contractor to receive technical data governed, in the U.S. by DoD Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR). The Defense Logistics Information Service at http://www.dlis.dla.mil/ijcp/ is responsible for the administration and functionality of the Certification process. Once a contractor has been provided wit h a copy of the specification and drawing package, all further actions regarding the qualification process will be between the contractor and Department of the Navy, Naval Seal Systems Command Attn: Code 05Z22, Mr Quoc Nguyen 1333 Isaac Hull Avenue S.E. Stop 5214 Washington Navy Yard, DC 20376-5214. Any qualification for manufacture of SSBN 726 Class Main Shaft Seal will be done by the contractor and will not be accomplished under a Navy contract. The approximate time period following submission of a paper product for qualification testing within which the applicant will be notified whether the product passed or failed the qualification testing is currently estimated to be 45 days. The approximate time period following submission of a hardware product for qualification testing within which the applicant will be notified whether the product passed or failed the q ualification testing is currently estimated to be 30 days. When a product is submitted for qualification testing, the applicant must furnish any specific information that may be requested of the manufacturer before testing will begin. This information is specified in the technical data package and includes the contractor’s proposed certification/testing plan and the contractor’s repair and manufacturing process and procedures. Once a contractor becomes qualified, the Department of the Navy, Naval Sea Systems Command, Code 05Z22 will notify NAVICP. At that point, the newly qualified firm will be included on the mailing list of any SSBN 726 Class Main Shaft Seal solicitations and will be considered for possible contract award. It is anticipated that the NAVICP will begin making awards to these qualification requirements starting in May, 2004.
