- Description
- This is a notice that the U.S. Nuclear Regulatory Commission intends to negotiate a Sole Source purchase order with Goldsim Technology Group LLC using the procedures in FAR Part 13. This procurement is for the purchase of software licenses for GoldSim Pro with Radionuclide Transport (RT) Module which is a software package capable of simulating the performance assessment of complex sites. The software package must be capable of considering uncertainties in a probabilistic manner, be highly flexible, and be driven by a graphical users interface to facilitate rapid incorporation of alternative physical processes. The following requirements are necessary: The software package must include pre-defined functions to model various physical processes including the release from source elements allowing for two-levels of containment and including user-defined release rates, sorption, radioactive decay and ingrowth, and solubility limits, the transport of radionuclides in mixing cells, pipe representations (unmixed compartments), and external or user-supplied transport paths including radioactive decay and ingrowth, sorption, advection, matrix diffusion (for fractured systems), and diffusion. Uncertainty distributions provided with the software must include: Constant, Uniform, Triangular, Log-triangular, Normal, Log-normal, Beta, Gamma, Weibull, Poisson. The model must include the capability for feedback loops in which the output of an element ultimately feeds back into the input to the element. The software must include the capability to interface to user-supplied modules (such as Dynamic Link Libraries (DLLs)). The proposed action is an acquisition for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source. Interested persons may identify their interest and capabilities to respond to this requirement. This notice is not a request for proposal nor a solicitation for offers. All information received by close of business, 5/20/2004 will be considered by the Government. A determination by the Government not to compete this acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
