- The National Institute of Child Health and Human Development (NICHD) intends to negotiate a sole source contract with Sociometrics Corporation, a small business, for a five-year project entitled, “Archiving of Adolescent Pregnancy Prevention Research Data.” This project is for the continued development, expansion, maintenance and distribution of the NATASHA and PASHA archives of data sets on adolescent pregnancy and pregnancy prevention. The Contractor must 1) identify appropriate new data sets for inclusion in the archives; 2) establish and manage a scientific review panel; 3) provide the scientific review panel with relevant information concerning the data sets; 4) work with data set owners to strip identifiers for the creation of totally anonymous information; and 5) convert the data sets into SPSS readable files consonant with the current archival data. The Contractor will also continue to be responsible for training users of the archives and for publicity about the archives at appropriate venues. The NICHD is not aware of other offerors who can perform the type of work that is required to continue the growth of this resource at a best-value cost. Because of this, capability statements are requested from other organizations having the experience and resources available to meet the project needs, as indicated above (more information regarding the archives and data sets may be found at http://sociometrics.com/ and http://www.socio.com/data.htm ). At this time, and unless adequate capability statements are received by June 21, 2004, it appears that inherent duplication of cost to the Government, unacceptable delays in the re-creation and necessary expansion of the archives and the proprietary nature of the formation of the product make competition unfeasible for this project. This action is conducted under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1.
