- Referencing FAR 6.302-1(b)(4) & (c), as well as subparts 8.4 & 12, Peace Corps intends to foster competition, albeit on a restricted basis by maintaining a uniform and standard operating environment, among GSA IT schedule 70 (standard item numbers 132 33 & 34) contractors. FAR 12.211, Computer Software, is hereby incorporated by reference. Peace Corps reminds offerors that FAR 52.212-2, Evaluation of Commercial Items, applies (see also FAR 12.206 Use of Past Performance, and FAR 15.304 Evaluation Factors and Significant Subfactors para (e)): The Basis for Award will be Best Value to the Govt; wherein, Technical Service Capability is ?approximately equal to cost or price.? As evidence of the Technical Service Capability, vendors will be required to submit at least three (3) Past Performance references, detailing services of similar scope and term delivered to Federal or other business clients worldwide. There will be no limit to the length of these references and they will not count against a 50 page maximum Technical Proposal limit. The following is the Past Performance evaluation checklist contemplated: Customer; Contract/Project Title; Type of Agreement/Contract; Contact Name; $ Value; Performance Period; Program Mngr; Subcontractors; SOW Scope; SOW Deliverables; Complexity/Difficulty; Performance/Technical Objectives Achieved; Problem Area Resolution; Significant Accomplishments; Degree of Excellence/Award Fee or Rating (if applicable); Other Evaluation Factors: Quality of Service, Customer Satisfaction, Timeliness, Cost Control, Key Personnel, Project Mgmt. Q1: Are the software items listed in Appendix A for tracking purposes only or will all of the items in Appendix A be purchased as part of this solicitation (e.g. Sybari Antigen for Exchange and Informed Filler)? A1: Only the items entitled ?Anticipated Future Software? will be procured. This includes Antigen but not Informed Filler. Q2: Does Peace Corps require Small Business Server 2003 Premium Device or User CALs? A2: Device CALs will be procured (see ?Anticipated Future Software? in Appendix A). Q3: The solicitation refers to providing a ?3-year maintenance contract, full upgrade support and volume licensing??. Is Peace Corps expecting one 3-Year maintenance contract to cover all software products being purchased? Normally there are separate maintenance contracts offered by each software product manufacturer, thus multiple maintenance contracts would be provided as offered by each software manufacturer. A3: NO. Peace Corps realizes that each software package has its own rules for licensing. This is why Peace Corps has included the ?analysis? component to the requirement. Vendors are required to provide 3 year maintenance agreements with the purchase; however, if this is not possible, a proposal for advice to Peace Corps as to other possible routes must be provided, including enterprise licensing. Q4: A reference was initially made to a size standard similar to ASAP Software Express. Can Peace Corps be specific as to what size standard this equates to in terms of Gross annual Sales and/or number of employees? A4: The reference to ASAP Software Express was deleted in its entirety by amendment 1 to this solicitation. Please refer to the FAR 52.212-3 (Offer Representations and Certifications ? Commercial Items (May 2004)) reference for NAICS code 423430 (SIC 5045) Computer and Computer Peripheral Equipment and Software Merchant Wholesalers ? 500 employees (not to exceed) for Govt contracting. Q5: Is ASAP Software Express the incumbent contractor? A5: ASAP Software is the software licensing subcontractor to Peace Corps? Seat (outsourced IT services) contractor Northrop Grumman Commercial Information Services, Inc. of Herndon VA, who performed the initial overseas deployment (migration to Post). Q6: Does ASAP Software Express provide any specific Technical Service Capabilities that are important to Peace Corps for this solicitation? A6: The Technical Services required are outlined in the Statement of Work (see 26 APR 2004 Combine Synopsis/Solicitation): assess Peace Corps Intl Tech Suppt Div needs, track PC CIO/OI/ITS assets, and procure software efficiently for Peace Corps as a collaborative partner. Peace Corps recognizes the unique nature of the services contemplated, which may be outside of the terms and conditions of GSA IT schedule 70 (SIN 132 33 & 34) contracts. Therefore, Peace Corps encourages teaming with and/or offers from international distributors, with experience delivering to Federal or other business clients worldwide.
