- R ? SPECIAL NOTICE: OMB Circular A-76 Streamlined Competitions ? Facilities Maintenance Services at Four Separate Locations General Information Document Type: Presolicitation Notice/SPECIAL NOTICE Solicitation Number: Reference-Number- GS-10P-04-LSC-0061 Posted Date: Original Response Date: Original Archive Date: Current Archive Date: Classification Code: R -- Professional, administrative, and management support services 1 Contracting Office Address GSA, _Facilities Operation Support Branch (PBS), Contract Services Team (10PZS) 2 Description This is an announcement of the GSA streamlined competitions for Facilities Maintenance. GSA is conducting four streamlined competitions in accordance with OMB Circular A-76, dated May 29, 2003. This A-76 cost comparison study will examine the possibility of converting Government "in-house" operations to contractor operations. A cost comparison to determine the feasibility and economy of converting the following services and related functions performed by Government personnel to contract performance will be conducted. Government personnel adversely affected by conversion of Government performed services to contract have the Right of First Refusal for jobs for which they are qualified. The competition will include services that are currently performed at Government-owned or Government-leased facilities in Haines, AK, Spokane and Richland, WA, and Pocatello, ID. Services being competed include a variety of operation and maintenance, custodial, and grounds maintenance activities at the various buildings. Approximately four Full Time Equivalent positions are affected by this competition. Work assigned to these positions are covered by FAIR Act Function Code Z999. The Competitive Sourcing Official for GSA studies is Carolyn Pendergrass. Michael Okoro is the Agency Tender Official. The Contracting Officer is Susan Haas, and Susan.Hass@gsa.gov is the e-mail of record. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities if and when it is released. The cost comparison will be completed by August 2, 2004. This synopsis is issued for informational purposes only. Should the cost comparison result in the Government In-House Cost Estimate being above the range of contract cost estimates, a solicitation will be issued on or about October 2, 2004 via the http://www.fedbizopps.gov website. 3 Original Point of Contact Susan Haas, Contracting Officer, COST, Contract Support Team (10PZS), susan.haas@gsa.gov
