Description
The previous announcements issued under solicitations issued N00421-04-R-0053 and N00421-04-R-0065, via FedBizOps and the Naval Air Systems Command (NAVAIR) homepage are hereby canceled and combined as one Solicitation N00421-04-R-0086. Under Solicitation N00421-04-R-0086, the Naval Air Systems Command intends to issue one three year Indefinite Delivery/Indefinite Quantity, Multiple Award Contract for information assurance, audit assessments, and CFO Audit Services in support of the Office of Inspector General Defense Financial Auditing Service (OIG DFS). Specifically, the OIG DOD has a requirement to assess the reliability of Financial Management Systems used by DoD to develop agency financial statements and to assess the reliability of accounting information used by Department of Defense (DoD) to develop agency financial statements. The assessments will consist of Statement on Auditing Standards (SAS) 70/88 Reviews and reliability assessments of key DoD Financial Management Systems. The audits will consist of audit assessments and full scope financial audits of a component?s financial statement or a specific line item within the financial statements. The work under this contract will be used to meet the OIG DoD requirement to audit the DoD financial statements and provide a basis for relying on the line items and disclosures that are significant to the financial statements. The work will also assist DoD management in assessing the effectiveness of internal controls and compliance with laws and regulations. The proposed three-year contract will include a base period of up to one year with up to two twelve-month options. A minimum guarantee of $10,000 will be placed on each contract at the time of award. An Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Plus Award Fee (CPAF), and Time and Materials (T&M) task orders is anticipated. Multiple awards are expected. The North American Industry Classification System (NAICS) code is 541211. The scope of the contract will be divided into lots based on the size standard/small business certification. Offerors will be allowed to bid on any and/or all sections of the contract for which they are eligible. As part of their proposals, each offeror will indicate the lot(s) for which they are submitting their offers. Offerors who are qualified 8(a) concerns may submit an offer for Lot I. Qualified small business concerns can submit an offer for Lot II. Lot III will be issued on an unrestricted basis. It is anticipated this effort will be performed at various DoD installations throughout the world. NAVAIR intends to release a draft solicitation via the Internet within 90 days. The draft solicitation will be available on the NAVAIR Electronic Solicitation Website at https://www.navair.navy.mil/doing_business/open_solicitations as well as the Office of Inspector General of the Department of Defense website at https://www.dodig.osd.mil/audit/financial/financial.htm. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation and/or amendments. Telephone inquiries will not be accepted. NAVAIR AD intends to conduct an Industry Day/Pre-Solicitation Conference after the draft solicitation is released. A future announcement will provide additional detail such as the exact time and location of the conference.
