Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation #RAQ022311. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-03. This solicitation is set-aside 100% for small business. PS code S206, NAICS code 561612 Security Guards and Patrol Services 1. REQUIREMENT: The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) has a requirement for on-call relief front gate security guard services. In order to satisfy this need, BLM NIFC will set-up one or more Blanket Purchase Agreements within the local area. 2. SPECIFICATION: Contract Gate Guard - To ensure that persons are admitted on the NIFC site as per Standard Operation Procedures for the facility and following the facility requirements based on the current National Threat Level. The Contract Gate Guard works either the Main Entrance Gate (#5) or Exit Gate (#3). At the Main Entrance Gate, guard admits government employees and issues visitor passes as appropriate from official identification. Contract gate guard will record the visitor information (date, time, & name), vehicle information (make, model, color and license number), purpose of visit, and destination. At the Exit Gate, guard controls exit egress of vehicles and individuals. Contract gate guard will limit vehicles and individuals to exit only. A. Contract gate guard works within a heated/air conditioned guard station providing facility access control at all times when the primary NIFC guard (federal employee) is on duty patrol and available for assistance and scheduled breaks. Lunch breaks taken within guard station. The entrance or exit gate guard is required to remain on site throughout duration of assigned shifts. B.Contract gate guards shall be available at times of short notice (24 hours a day, 7 days a week) and respond to request for service within two hours of being called. C. Contract gate guard shall be well groomed and in a clean and neat uniform. The uniform must clearly identify contract gate guard as representing the security service agency. No weapons are permitted on the NIFC facility other than that of law enforcement officials with the proper credentials. D.Time periods of requested service may vary from two hours to eight hours and at other times could be extended to overlap into extended shifts or multiple shifts. E. All contract gate guards must have a completed criminal background including being fingerprinted. No contract gate guard shall have a felony conviction on their criminal background. F. All contract gate guards, at a minimum shall have completed at least 40 hours of security training including, but not limited to the following courses: working a fix security post, recognizing and reporting suspicious activities or individuals, and intercommunication skills dealing with employees and the public. Procedures/instructions to be followed in completing the task and will adhere to written direction on protocols to be followed: A.When a visitor or government official (non-NIFC employee) arrives without an appointment and requests entrance to the site, the gate guard must contact (by phone) to the receiving NIFC department or employee. Contract gate guard shall confirm authorization prior to admittance of the individual(s) within the NIFC facility. If unable to make phone contact with NIFC department or individual, then the NIFC security guard is to be contacted to provide an escort for that individual. (Exception would apply when training groups are expected and lists of those attending are supplied). B. Any questionable situations shall be referred to the NIFC security guard (phone and radio contact available at all times.) C. Monitor any 911 calls that originate at NIFC and expedite emergency vehicles onto site. D. All official emergency vehicles shall have 24-hour access to the site. In addition to the duties relevant for guard post assignment, the following specific duties shall apply: a. Observe for suspicious items, activities, and persons. b. Utilize CCTV to monitor activities on the site and perimeter checks. c. Report all incidents and suspicious activities immediately to the NIFC security guard. d. At the beginning and end of each shift or personnel change, the Contract Gate Guard shall properly brief and de-brief appropriate personnel. e. All assigned equipment supplied by NIFC shall be tested for proper working order and the guard station shall be maintained in a clean and safe working environment. f. NIFC Security Guard Standard Operating Procedure Manual has additional relevant guidance for gate guards. 3. CLAUSES.
