Description
The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Ground Vehicle Applications Branch, plans to negotiate a sole source contract with Kings College of London, Great Britain to investigate advanced techniques in nuclear quadrupole reso nance (NQR) technology for application to mine detection. The objective is to significantly increase the signal-to-noise ratio (SNR) beyond that which current techniques can provide. The contract will require investigation of the use of adiabatic and com posite pulses and cooling the transmit/receive antenna to about 100 degrees Kelvin to improve the SNR. The contract will also require support of the NQR research laboratory at the US Army Night Vision and Electronic Sensors Directorate (NVESD), Fort Belvo ir, Virginia. The period of performance for the contract is expected to be 8 months after contract award. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Service s will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required NQR technology investigation as set forth above may submit a quote that shall be considered by the agency. Responses should be no longer than ten (10) pages. The resultant contract will be firm fixed price. Responses are to be received via email within 45 calendar days of the date of this notice. All responses shall be submitted under the Subjec t line of W909MY-04-R-0017, NQR Investigation - Company Name. All requests for further information must be in writing and via email, telephone requests for additional information will not be honored.
