Description
This is a Combined Synopsis/Solicitation for sewing of (4) patches onto Desert Battle Dress Uniforms prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement cons titutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 01-15. This solicitation is 100% small business set aside and is restricted in accordance with FAR Part 19.1305. NAICS is 315299, Small Business Standard is 500 employees. The resultant contract will be a requirements contract, base year with one-year option to extend the contract. Individual task orders shall be placed against the contract when the Government has a requirement for the services. Item 0001--Base Year (Jun 1, 2004 ?????? June 1, 2005) Estimated Qty??????16,800 coats; Item 0002--Option Year 1 (June 1, 2005 ?????? June 1, 2006) E stimated Qty??????16,800 coats. The requirement is for Camp Shelby, MS 39407. Prices quoted must include the sewing of 4 patches onto each uniform in accordance with the following statement of work: SCOPE OF CONTRACT. Sew the following items on approx imately 16,800 Desert Battle Dress Coats: - Name Tape (desert camo);- U.S. Army tape (desert camo);- Unit Patch (desert camo); - Full Color U.S. Flag Patch (reverse-side/right shoulder). A. The Name Tape will be sewn immediately above and parallel to the top edge of the right breast pocket (as worn by the soldier) with the ends of the tape extending out to the edge of the pocket flaps. The soldiers name will be centered above the pocket. The tape will be a strip of tan cloth, 1 inch wide with the indivi dual??????s last name in spice brown ???? inch high block lettering. Last names consisting of 11 letters or more will be Franklin gothic extra condensed print (48 point), ???? inch high also in block. B. The U.S. Army tape will be sewn immediately above and parallel to the top edge of the left breast pocket (as worn by the soldier) with the ends of the tape extending out to the edge of the pocket flaps. The U.S. Army will be centered above the pocket. The tape will be a strip of tan cloth, 1 inch wide w ith the U.S. Army name in spice brown ???? inch high block lettering. C. The Unit Patch will be sewn, centered, ???? inch below the left shoulder seam (as worn by the soldier) of the coat. D. The flag replica will be sewn, centered, ???? inch below the right shoulder seam (as worn by the soldier) of the coat. (*The stars of the flag will be in the upper right hand corner of the flag patch and be facing toward the soldiers front). The above mentioned items will be sewn on to the DCU??????s in accordance with AR 670-1. THE CONTRACTOR IS RESPONSIBLE FOR ACQUIRING ALL MATERIALS NEEDED TO FULFILL THIS CONTRACT. Delivery will be required within 7 days from receipt of delivery orders exceeding the minimum order requirements and 1 day for orders at or less tha n the minimum order requirements. Response time for picking up the uniforms shall be the next business day after receipt of the order. Central Contractor Registration; 52.232-36, Payment by Third Party; 52.219-14, Limitation on Subcontracting. Additional applicable FAR Clauses: FAR 52.247-34 FOB Destination; FAR 52.216-18, Ordering (Oct 199 5). (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from June 1, 2004, through June 1, 2005. 52.216-19, Order Limitations (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 4 uniforms, the Government is not obligated to purchase, nor is the Contractor obligated t o furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor -(1) Any order for a single item in excess of 2800 coats ; (2) Any order for a combination of items in excess of 2800 coats; (3) A seri es of orders from the same ordering office within 7 days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section. Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any orde r exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 7 days after issuance, with written notice stating the Contractor??????s intent not to ship the item (or items) called for a nd the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. 52.216-21,Requirements (Oct 1995). This is a requirements contract for the supplies and effective for the period stated. The quantities of supplies specified are estimates only. Except as this contract may otherwise provide, if the Government??????s requirements do not result in orders in the quantities described as ??????estimated???????????? or maximum, that fact shall not constitute the b asis for an equitable price adjustment. Any order issued during the effective period of this resultant contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor??????s and Government??????s rights and obligations with respect to that order to the same extent as if the order were completed during the contract??????s effective period; provided, that the Contractor shall not be required to make any deliver ies under this contract after June 1, 2005. 52.217-9, Option to Extend the Term of the Contract (Mar 2000): (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall b e considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed beyond June 1, 2006. 52.232-19, Availability of Funds for the Next Fiscal Year (Apr 1984).
