- REQUEST FOR EXPRESSION OF INTEREST ? APPLYING PAINT/FIXATIVE INSIDE CONTAINMENT DOME AT THE IDAHO NATIONAL ENGINEERING AND ENVIRONMENTAL LABORATORY I. INTRODUCTION ? Bechtel BWXT Idaho LLC (BBWI), Management & Operating Contractor of the Idaho National Engineering and Environmental Laboratory (INEEL), is requesting an expression of interest from prospective vendors to provide equipment and services to apply paint/fixative on the inside of the Test Area North (TAN) Loss of Fluid Test (LOFT) Containment Dome. This expression of interest shall serve only as a method of establishing technical capabilities and commercial interest. Qualified candidates may be invited to participate in follow-on technical/business discussions. II. BACKGROUND - The INEEL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. The LOFT Containment Dome is 70 feet in diameter and 97 feet high at the highest point. It is a steel cylinder with a hemispherical top head and a torispherical bottom head. There is a circular crane inside the containment dome approximately 60 feet above the floor elevation. The dome is radiologically contaminated and will require the vendor?s employees to complete BBWI?s RAD 2 training. The work scope includes furnishing all necessary documentation, facilities, equipment, qualified labor, materials, supplies, and tools to perform all operations necessary. In general, the work scope includes the following: mobilization, demobilization, operations, and equipment decontamination, as necessary. BBWI requires a 40 year warranty on the coating. III. SUBMITTAL REQUIREMENTS - Prospective candidates shall provide a written response to address the following: 1) A description of current knowledge or capabilities related to performing the anticipated work. 2) A sample listing of current and past clients with a working knowledge of your firm?s capabilities in this area of expertise. 3) Experience working within a similar (radiological) environment. 4) Fixative products Material Safety Data Sheet (MSDS). 5) Safe work history (e.g. Current Safety Program, Reportable Accident Statistics, etc.) 6) The name, phone number and email address of the point of contact.
