Description
The Contractor shall provide Architect-Engineer services to Region 4, Forest Service on an Indefinite Delivery / Indefinite Quantity (IDIQ) basis. The level of work may be Title I, Title II Other-Services or any combination of these. Project requirements will be outlined in the individual task order descriptions and in subsequent pre-design meetings. Task assignments may involve work and occasional field trips to locations throughout Utah, Nevada, Southern Idaho, Western Wyoming, and the Lake Tahoe Region of California. This procurement is using Architect & Engineering (A&E) procedures. Contractor to provide design services for design of trails, campgrounds, water systems, interpretive exhibits within developed recreation sites trailheads, wayside exhibits at observation and road pullouts, day use areas, and recreational site development. The disciplines required shall include Landscape Architecture, Civil Engineering, Structural Engineering, Surveying, Exhibit Planner, Graphic Designer, Writer/Editor skills and possibly Electrical Engineering. The contractor shall prepare construction drawings and specifications for recreational sites, roads and bridges, exhibits and displays. Typical work includes, but is not limited to: design of roadways, bridges, campground amenities including comfort stations, utility systems, site plans, boating areas, off road vehicle areas and winter sports areas. Other work may include construction inspection, contract administration, and maintenance inspection. Contractor to provide design services for Architecture, Historical Preservation and Rehabilitation, incidental Landscape Architecture, Civil Engineering, Structural Engineering, Surveying, Mechanical Engineering, Fire Protection Engineering, Electrical Engineering and Interpretive Planning and Exhibit Design Services. The contractor shall prepare construction drawings and specifications for buildings and administrative sites. Typical work includes, but is not limited to: design of public buildings, roadways, utility systems, preparation of site specific or area interpretive plans and strategies, interpretive displays, visitor’s centers, and planning of sites. Other work may include construction inspection, contract administration, and maintenance inspection. Standard Forms 254 and 255s will be evaluated on the following selection criteria: (1) Professional qualifications necessary for satisfactory performance or required services; (2) specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation pollution prevention, waste reduction, and the use of recovered materials; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with Government agencies and private industry in term of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area (Intermountain Region) and knowledge of the locality. Two awards may be made, one for facility design and one for recreation and road support. Resulting contracts shall be for a base year plus four option years.
