Description
Solicitation No. W917PM-04-R-0002. All work in this contract is for the design and construction of ANA Brigade facilities at four different locations. The Brigade Projects will be advertised under one solicitation; however, up to four contract awards may result from this solicitation. Briga de facilities shall be constructed at Gardez, Kandahar, Herat, and Mazar-e-Sharif, Afghanistan. The solicitation will address base bid items and optional bid items for each site. The base bid schedule for completion at each site is approximately 210 days. Options can be exercised up to 150 days after the basic contract award. The total optional duration is expected to last approximately 210 days. The contract requirements are generic to all sites unless specific reference to a site is made. The contractor s hall perform work to consist of mine clearing, topographic survey, a site master plan, site demolition (the amount of demolition varies by site) and grading, design and construction of new buildings, construction of prime power plant and electrical distrib ution system, construction of a waste water treatment aerated stabilization pond and sanitary sewer network, development of a solid waste management plan, development of a raw water source, construction of water well pumps and service booster pumps, and pl ant and water distribution system, construction of water storage tanks, construction of communication system, construction of three infantry battalion, one combat support, and one combat support service battalion complexes, design and layout of multi-purpo se training ranges, construction of a road network, construction of perimeter fencing with force protection and all site grading throughout the compound with drainage structures. The site master plan shall include planned locations for future additional fa cilities that will be designed and built by others. The list of future facilities to be master planned but built by others include: Community Center (900m2); Sports Field with reviewing stand and soccer field (standard 400m track); DPW Shop Building (800m 2); 5 each Battalion Arms Storage Buildings (350m2 each); Warehouse (1520m2); Infantry Battalion Motor pools (2000m2); Clinic (900m2); and a Mosque (785m2). The contractor shall provide utility connections designed for the future connection of these facili ties. The contractor shall perform a geotechnical investigation to evaluate the ground water source. A Site Grading and Drainage Plan shall be prepared prior to construction. All utilities shall be complete and operational prior to the occupancy of any bu ildings to eliminate the need for temporary utilities. For the Herat and Mazar E Sharif sites electrical power (and natural gas at Mazar E Sharif)are available on site. The contractor shall evaluate the most economical method for providing power to the Bri gade facilities. For Gardez, the contractor shall utilize local building techniques, while meeting seismic requirements, and materials. The building at Gardez will be heated with coal burning space heaters with chimney exhaust. The contractor shall provide and maintain the office, housing, equipment, and servicing for the Government oversight personnel. The estimated range of cost for this solicitation is from $ 25 million to $ 100 million. The solicitation shall be issued as a design build solicitation. The award will be a best value award. The evaluation criteria shall address the following technical factors: 1. Past experience on similar projects 2. Management Plan and Resource Capability to design and construct the required facilities within the established schedule for completion. 3. Sub-Contracting plan that demonstrates the utilization of local contractors. A separate cost estimate shall be submitted for evaluation. The price and technical factors will be assigned as approximately equal weights. The solicitation shall be issued on or about 19 May 2004.
