- Solicitation NO. W91ZGP-04-R-0004. Design and Construction services are required for the design and renovation of the Military Hospital, Kabul, Afghanistan. The project includes the design for renovation of the multi-story main hospital and adjacent support buildings. Work to be performed shall consist of topographical survey, a site master plan, building measurement and documentation, replacement or repair of electrical, central heating, central domestic water heating, water supply and sewage treatment infrastructure, and building interior and exterior renovations. All utilities shall be complete and operational in a phased manner to allow continual partial occupancy of building areas during renovation during replacement of utilities in other areas. The contractor shall complete designs an d calculations for all buildings and systems for review by the Government. Any designs created by the Contractor shall become the property of the Government and may be used in the future by the Government for construction of similar facilities without fur ther compensation to the Contractor. The work shall consist of a base bid and optional bid items. The design, power, mechanical and electrical work in the Hospital Patient Care Building shall be included in the base bid. All architectural, structural, plu mbing, and ancillary building work shall be optional bid items. For the purposes of this contract, the buildings included in the term âentire campusâ. The buildings are cast in place concrete structural frame and floors. The campus buildings are as follows: Building #1 â Hospital Patient Care Building Building #2 â Hospital Operations Building Building #3 â Hospital Administration Building Building #4 â Isolation Ward Building #5A â Kitchen Building #5B â Central Heating Plant and Laundry Building #5C - Maintenance Shops Building #6 - Morgue Building #7 - Heating Fuel Pump Station Building #8 - Rehabilitation Building Building #9 - Wastewater Treatment Plant Building #10 â Polytechnic Institute Building #11 â Engineering Offices Building #12 â Surgeon General Quarters Building #13 â Sewage Lift Station Building Building #14 â Command Center Renovations shall include the following: a. Evaluate, design and replace existing Central Heating Plant (Building #5B) and central steam heating/domestic hot water distribution system with new central heating plant and steam heating/domestic water heating distribution system sized for entire camp us. Evaluate, design, and replace the electrical distribution system. b. Evaluate, design and replace entire campus electrical service entry, transformers and switchgear. Provide limited emergency power system to critical areas. Provide standby power for critical central heating plant equipment, pumps & controls. Replace n ormal electric and limited emergency electrical service to the service entrance at each building in the entire campus. c. Patient Care Building (Building #1): Renovate the eight-story Hospital Patient Care Building steam heat distribution system, ventilation and exhaust systems, and replace the building plumbing. d. Hospital Operations Building (Building #2): Renovate the three-story Hospital Operations Building steam heat distribution system, air-conditioning units, ventilation and exhaust systems, and replace the plumbing. e. Kitchen (Building #5A): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace walk-in food refrigeration units, stand-alone meat freezer, plumbing systems and fixtures, heating system, ventilation and exhaust fans, and ele ctrical systems as required at Kitchen. Connect required utilities to kitchen equipment provided by others. f. Laundry (Building #5B): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exha ust fans, and electrical systems as required at Laundry. g. Morgue (Building #6): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace air-conditioning and ventilation system, and required electrical service, for the cadaver storage areas at Morgue. Replace plumbing systems and fi xtures, heating system, ventilation and exhaust fans, and electrical systems. h. Isolation Ward (Building #4): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exhaust fans, and electrical systems as required at Isolation Ward. i. Polytechnic Clinic (Building #10): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exhaust fans, fire hoses/valves in existing fire hose cabinets, and el ectrical systems as required at Polytechnic Clinic. j. Rehabilitation Building (Building #8): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exhaust fans, and electrical systems as required at Rehabilitation Building. k. Hospital Administration Building (Building #3): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exhaust fans, fire hoses/valves in existing fire hose cab inets, and electrical systems as required at Hospital Administration Building. l. Engineering Offices (Building #11): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exhaust fans, and electrical systems as required at Engineering Offic es. m. Heating Fuel Pump Station (Building #7): Replace fuel distribution pump motors and controls as required at Heating Fuel Pump Station. n. Surgeon General Quarters (Building #12): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, provide new heating system and connect to steam tunnel, provide new ventilation and exhaust syst em, and replace electrical systems as required at Surgeon General Quarters. O. Maintenance Shops (Building #5C): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace plumbing systems and fixtures, heating system, ventilation and exhaust fans, and electrical systems as required at Maintenance Shops. p. Sewage Lift Station Building (Building #13): Replace existing heating system in kind. q. Wastewater Treatment Plant (Building #9): Provide heating and ventilation system as required by process systems. r. Command Center (Building #14): Renovate exterior and interior walls, ceilings, floors, windows, doors, etc. Replace heating, ventilation, plumbing and electrical systems. s. Incinerator Facility and Trash Point (Building 14): Design and construct a new trash holding area. The estimated range of cost for this solicitation is from $ 25 million to $ 100 million. The solicitation shall be issued as a design build solicitation. The award will be a best value award. The evaluation criteria shall address the following technical factors: 1. Past experience on similar projects 2. Management Plan and Resource Capability to design and construct the required facilities within the established schedule for completion. 3. Sub-Contracting plan that demonstrates the utilization of local contractors. A separate cost estimate shall be submitted for evaluation. The price and technical factors will be assigned as approximately equal weights. The solicitation shall be issued on or about 15 May 2004. Electronic copies of the request for proposal shall be provided to interested parties. The proposal submittal date is 16 June 2004. A pre-proposal meeting will be scheduled at the hospital.
