Description
NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Public Health Foundation Enterprises (PHFE) Management Solutions, Inc, 13200 Crossroads Parkway North, Suite 135, City of Industry, CA 91746 to conduct the second phase of a community-based environmental survey for the presence of Legionella in building water systems after the switch from chlorine to monochloramine as the residual disinfectant. PHFE completed the first phase of the study and has exclusive rights to the sampling plan, data and analysis from that first phase of this project. EPA believes that PHFE is the only vendor qualified of satisfying the requirements stated above because they are the only entity that possesses the information needed to complete the second phase of the study. No other company has the water samples, sampling plan, data or analysis from the community buildings before the water system switch from chlorine to monochloramine. Since the building systems have already switched to the new water systems, it would be impossible for another company to recreate those samples and analysis. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the purchase order is expected to be nine (9) months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. Responses without the required documentation will be considered nonresponsive. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available.
