Description
541890 - Other Services Related to Advertising - The Department of State has a requirement for the develop and implement of a quick and cost-effective approach to solidify and communicate the Global Positioning System (GPS) message on the services it provides to a world-wide audience. The requirement requires the Contractor to develop and provide a GPS outreach and awareness campaign that will effectively communicate the GPS message throughout the world. The outreach program shall be implemented in two Phases. In Phase One a marketplace analysis of the GPS program, Brand definition of GPS, and develop an outreach and awareness plan for a worldwide GPS campaign shall be perform. In Phase Two develop and provide for the worldwide GPS outreach and awareness campaign designed during Phase One of this contract. It is anticipated that this will be a firm fixed price contract for a Phase One Base from July 2004 through 30 September 2004 and a Phase two with Two One year option periods of performance. Background Information regarding this Requirement: The Global Positioning System (GPS) was designed as a dual-use system with the primary purpose of enhancing the effectiveness of U.S. and allied military forces. GPS is rapidly becoming an integral component of the emerging Global Information Infrastructure, with applications ranging from mapping and surveying to international air traffic management and global research. The growing demand from military, civil, commercial, scientific users has generated a U.S. commercial GPS equipment and service industry that leads the world. Augmentations to enhance basic GPS services could further expand these civil and commercial markets. Therefore, the Department of State plans to release this solicitation on or before May 21, 2004 with responses due on or before June 21, 2004. Requests for copies of this RFP should be in writing.
