Description
The U.S. Coast Guard intends to procure a Complete Meeting/Conference Package (CMP) in Virginia Beach VA. Due to program training agenda, scheduled onsite evaluation/assessment, travel and convenience requirements, ideal location shall be within a 25-mile radius from the 5th Coast Guard District Bridge Administration Office and in close proximity to the U.S. Army Corps of Engineers Great Bridge field site. The package shall include temporary lodging for 207 single-occupancy rooms for 5 nights from 15 May to 21 May (number of rooms each day will vary as follows: 5/15-3, 5/16-15, 5/17-47, 5/18-47, 5/19-47, 5/20-47, 5/21-1). In addition, the package will include the following: 1 classroom-style conference room for at least 50 attendees, conference?style breakout room for 20 individuals, audio-visual equipment to include LCD projector, screen, flipcharts and markers, microphone, high-speed internet, business administrative services (i.e. faxing, copying, courier), and free parking. The facilities shall meet, at a minimum, the requirements for a Mobil Travel Guide Rating of 2 stars or AAA Diamond Rating of 2 diamonds. In addition, the facilities shall meet all the applicable Federal, State, and local fire and safety codes. This notice is a solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on an unrestricted basis. HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal via fax or e-mail, by May 7, 2004 @1500, to Crystal Queen, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to cqueen@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors (2) Past Performance (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Past Performance will be a factor but technical and price factors are far more important. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 00), 52.212-4 (Aug 00). Offerors can also retrieve more information on these clauses on the INTERNET at www.arnet.gov. 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (June 2003) is attached.
