- REQUEST FOR PROPOSAL FOR A FIRM-FIXED-PRICE INDEFENITE DELIVERY INDEFINITE QUANTITY (IDIQ) TASK ORDER CONTRACT FOR DESIGN AND CONSTRUCTION SERVICES TO BE PROVIDED FOR THE DEPARTMENT OF ENERGY, NATIONAL NUCLEAR SECURITY ADMINISTRATION, Y-12 FACILITY I N OAK RIDGE, TN. The Corps of Engineers (COE), Nashville District, Nashville, TN in conjunction with the Department of Energy, National Nuclear Security Administration through an Interagency Agreement between NNSA Headquarters and the COE pursuant to the Facilities and Infrastructure Recapitalization (FIRP) Small Business Initiative intends to issue three (3) to five (5) contracts to small businesses under NAICS codes 236, 237, and 238. These codes are listed under the Small Business Competitive Demonstra tion Program and are being set aside to meet the small business requirements of the DOE. The duration of the contract will be determined by a cumulative pool of $42,000,000 or seven years, whichever comes first. Task Orders will be competed between the t hree to five awardees. Task Orders are expected to range between $20,000 and $5,000,000 per Task Order with a guaranteed minimum of $100,000.00 to each awardee. Work to be provided will cover both demolition and construction services and design-build act ivities. Proposed evaluation will be based on the best value strategy. The evaluation factors that will be used to evaluate the offerors proposals will be Technical, Past Performance, and Price. Technical and Past Performance when combined will be slightl y more important than price. The solicitation will be available electronically only and at no cost from the Nashville Corps of Engineers. Nashville Corps of Engineers solicitation web site may be found at http://www.orn.usace.army.mil/contracting. It is anticipated the solicitation will be issued by 17 May 2004. All interested firms must be registered in the Central Contract Register. All pertinent information will be posted on the web site. It will be the responsibility of each interested firm to chec k for amendments to the solicitation on the web site. Estimated due date for submission of proposals is 18 June 2004.
