Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9124A-04-B-0001 is issued as an Invitation for Bid. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. This solicitation is being issued on an unrestricted basis The North American Industry Classification System (NAICS) Code is 454312 This proposed contract is unrestricted and therefore bids will be accepted from all responsible sources. The contractor shall furnish all plant, labor, equipment, materials, and perform all work in strict accordance with these specifications for delivering liquefied petroleum gas (LPG) on Fort Huachuca, Arizona. The proposed procurement is for a base and 2 o ption years. Effective date 1 July 2004 through 30 June 2007, if all options are exercised. All work shall be conducted during the hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, unless other hours are approved by the Contracting Officer Representative (COR). No scheduled work will be performed on Government holidays without prior Contra cting Officer approval. The Army shall provide quality assurance which is defined as actions taken by the Government to ensure it is receiving the services for which it has contracted. These contract services shall be evaluated by the COR or designee. Q uality control is the contractor??????s responsibility and is defined as those actions taken by the contractor to assure the Government receives the services for which it contracts and those services meet the requirements of the contract. Hazardous materi al is defined as any type of material in a container with a label stating caution, danger, warning, or inflammable. Hazardous waste is material that is not entirely used and can no longer be used for its original intended purpose. GOVERNMENT-FURNISHED ITEMS. None. CONTRACTOR-FURNISHED ITEMS. Preferred payment will be the Government Purchase Card. Contractor shall maintain an adequate inspection system and perform such inspections as needed to assure work performed under the contract conforms to contract requirements. He shall maintain and make available to the Government adequate records of such i nspections. The contractor shall deliver LPG to various sites located on Fort Huachuca as ordered and when so directed by the COR or designee. The contractor shall provide safety equipment for their personnel and equipment. The contractor shall abide by safety, Environmental Protection Agency, and OSHA regulations while performing work on Fort Huachuca. Materials Safety Data Sheet (MSDS). A specific requirement is Hazardous communication and material safety data sheets in accordance with 20 Code of Federal Regulation Part 1910. Contractor is also responsible for proper management of hazardous materials and petroleum products under Arizona Revision Statues, Title 49 and the Resource Conservation and Recovery Act, 49 Code of Federal Regulation parts 260 through 279. The contractor shall deliver an estimated 65,000 gallons of LPC to approximately 21locations at Fort Huachuca, Arizona. Current wage determination will apply 94-2025, Rev 28, 08/19/2003. Destination to Fort Huachuca, Arizona. Tank sizes and locations could and may change without prior notice to the contractor. Tanks may also be added or deleted at the discretion of the Government. The contractor shall supply parts and labor to repair propane tanks. Repair service will be accomplished not later than the next working day from the time of notification unless it is determined an emergency exists. If an emergency exists, the contractor s hall respond within 30 minutes of notification made by the COR or designee. All responsible sources may submit a proposal, which shall be considered. The provisions at 52.212-1, Instruction to Offers-Commercial. (1) Price is more important than all other evaluation factors combined. (2) Past performance shall be evaluated in accordance with the procedures in FAR Section 13.106. Offers are to Provide Age ncy/Company Name, Contract Number, and Point of Contact, Phone number for each contract held in the past three years. (3) Technical Capability (4) financial capability. Offers are to include a completed copy of the provisions at 52.212-3, Offers Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
