- The USDA NRCS South Dakota has an upcoming requirement for monitoring services on acquired perpetual and 30-year conservation easements with private landowners. NRCS has made a long-term commitment to restore and maintain the easements and their biological functions and values in accordance with the goals and objectives of applicable conservation programs. Monitoring of easement restoration sites is necessary to ensure that full wetland functions and values are achieved and maintained. The information obtained through the monitoring process will be used to assess the effectiveness of restoration activities and/or to modify restoration plans. Both on-site and off-site monitoring inspections will be performed annually on selected sites. Individuals knowledgeable in wildlife habitat, wetland restoration, and wetland functions and values must conduct site monitoring activities. The conservation easements are located in the eastern and northeastern counties of South Dakota. The easements vary in acreage and restoration complexities. The Request for Proposal will be available on or about June 03, 2004. A pre-offer site showing or visit will be held on June 17, 2004. Additional information on the site showing or visit will be provided in the solicitation. Successful offers may result in multiple awards. Resulting firm-fixed price contract or contracts will be of an Indefinite Delivery ? Indefinite Quantity type consisting of a base year and four option years. Task orders placed against the contract are subject to negotiations according to the terms and conditions contained therein, and under the guidelines provided in FAR Part 12 in conjunction with applicable sections of FAR Part 13 and FAR Part 15. Effective October 1, 2003, contractors must be registered in CCR before they can be awarded contracts, basic agreements, basic ordering agreements or blanket purchase agreements. CCR is a centrally located, searchable database of vendors and contractors that provide goods and services to Federal agencies under Federal Acquisition Regulation (FAR) based contractural agreements. It can be accessed at www.ccr.gov.
