Description
In item 17, 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number F6CE0040790200 is issued as a combined synopsis/request for proposal. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-22, Effective 05 Apr 2004 and Class Deviation 2004-o0004. 4. This is a 100% small business set-aside associated with NAICS code 611519 with a size standard of $6Million. 5. PACAF requires a 5-day customized Roofing Training session for approximately 30 people during the month of June 2004 at Hickam AFB, HI. An institute certified to provide Roofing Training shall provide the training. Trainer shall provide all program books, handouts, computer and projector and all faculty for comprehensive program delivery. Training shall cover Roofing Concepts, Systems, Safety and building code design requirements; Built-up Roofing Systems, Roofing Inspection, Retro-fit and Re-roofing, Non-destructive evaluation, leak finding, visual inspection techniques, Basic repair, specifications and quality assurance inspections; Roof Warranties. CLIN 0001 Training Course $______, CLIN 0002 Travel $ _____, TOTAL $ _______. 6. Item descriptions for the Roofing Training Course are: Offerors shall provide course development and instructional materials, literature, handouts, diploma packages and student certificates of completion for 30 studends, and projection equipment. Offers must include course syllabus and Training Materials for evaluation. 7. Performance period of training ends June 2004. 8. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. 9. A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value to the government. 10. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition without addenda. 11. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items, applies to this acquisition. DFARS Subpart 204.73?Central Contractor Registration. *NOTE: Proposals will be accepted if you are registered in the Central Contractor Registration database as ?in process? at the time of proposal submission. 18. Registration must be completed prior to award. An award cannot be made to you unless you are registered in the Central Contractor Registration database. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. 19. FAR Clause 52.252-1?Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full test. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252-212-7001 with offers. 22. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. The following evaluation factors apply and are listed in descending order of importance. (i) Technical capability of the service offered to meet the Government requirement; (ii) Past performance (see FAR 15.304); (iii) Price; 23. Evaluation Procedures: The government technical evaluators will evaluate descriptive literature and syllabus submitted by offerors that clearly substantiates that a proposed course meets the form fit and function specified. Any offers that are not accompanied by the required descriptive data will be considered non-responsive and will not be evaluated for award. Award will be based on the Technical Training Program that provides the best value to the government considering expertise, experience, and price. 24. Numbered Note 1 applies, 100 % set aside for small business. 25. Offers are to be submitted to 15 CONS/LGCZ, on or before 12 NOON.
