Description
The Uniformed Services University of the Health Sciences (USUHS), Department of Defense Medical School and Health Sciences University, intends to award on a sole source basis, a contract to the Henry M. Jackson Foundation (HJF) for the Advancement of Military Medicine, Rockville, MD, to provide scientific personnel in support of the Armed Forces Radiobiology Research Institute (AFRRI) mission of conducting radiobiological research and related matters essential to the operational and medical support of the Department of Defense and the military services. The contractor shall be responsible for providing personnel who shall contribute to ongoing structured research programs in the design, planning, support, and critical evaluation of scientific protocols and in the interpretation and publication of findings. The contractor shall provide the following personnel support as required to ensure successful completion of contract requirements: 1) Scientist II: Incumbent is responsible for designing and carrying out experimental protocols to identify, characterize, and evaluate irradiated and non-irradiated animal responses to antimicrobial and immunomodulating agents. Specifically, incumbent formulates and conducts studies to assess the efficacy of ciprofloxacin, a quinolone antimicrobial, for managing sepsis in irradiated and non-irradiated monkeys and mice. 2) Research Assistant III: Perform cytogenetic analytical techniques using SOP provided by the Research Assistant/Co-Principal Investigator (PI) and/or the Team Leader on the basis of a detailed understanding of the technology development objectives. This person will plan and carry out technical details of experiments using human peripheral blood. 3) Scientist II: Incumbent is responsible for developing and supervising research projects and investigating the feasibility of applying a wide variety of scientific principles and concepts to potential inventions, products and problems. The incumbent serves as an Investigator (or Postdoc) on the Biological Dosimetry Research Team. 4) Research Associate II: Responsible for research and/or development in collaboration with other scientific and technical staff. Exercises technical discretion in the design, execution and interpretation of experiments that contribute to project strategies. 5) Scientist II: Incumbent will conduct research related to development of preventive treatments for radiation-associated injuries. Incumbent is responsible for developing and supervising research projects and investigating the feasibility of applying a wide variety of scientific principles and concepts to potential inventions, products and problems. The contractor shall hire personnel whose work will support aspects of the following AFRRI studies: 1) NIAID Cipro Project: Identification of the best dosing of ciprofloxacin to treat polymicrobial infection post-radiation in the monkey, M. mulatta. Antibiotic efficacy and pharmacokinetics will be assessed by analysis of blood from non-irradiated and irradiated animals; 2) NIAID AED Project: Assessment of cytokine induction (protein and mRNA) in hematopoietic tissue (i.e., spleen) by 5-AED and whole-body irradiation, as well as evaluation of peritoneal macrophage function (phagocytosis, oxidative burst) in mice treated with 5-AED and whole-body irradiation; 3) NIAID Automated Biodosimetry Project: Automation of cytogenetic chromosome aberration-based bioassay for radiation dose assessment. Sample preparation and analysis systems will be adapted to enhance throughput and to provide standardized approach; 4) NIAID Molecular Biodosimetry Project: Optimization of isolation, detection, and quantification of protein and RNA biomarkers. The use of these molecular biomarkers in radiation does assessment applications will be validated using a human ex vivo blood model system; 5) NIAID Isoflavone Project: Assessment of the isoflavones, genistein and daidzein, in a mouse model to characterize the radioprotective efficacy; 6) Future NIAID projects will include the development of radioprotective drugs, radiation therapies, and biodosimetric assessments. A variety of animal models and assays will be used to improve the countermeasures and assessment for radiation injury. This is a firm-fixed price for personal and non-personal services in support of the mission of the NIAID supported AFRRI projects in accordance with statutory authority permitting other than full and opens competition at 10 U.S.C. 2304(c)(5), Authorized or required by Statute. The proposed procurement is in compliance with Public Law 92-426, entitled: Uniformed Services Heath Professionals Revitalization Act of 1972 and Public Law 98-36, entitled: Foundation for the Advancement of Military Medicine Act of 1983, as well as 10 U.S.C. 178 and 2113(j)(1)(A) which authorizes USUHS to award contract on a sole source basis to the Henry M. Jackson Foundation. The period of performance for this contract shall be for one year with the option to extend for three additional years. The clauses listed are not all inclusive for a fixed-price contract and additional clauses applicable may be added at time of contract award or any other clauses the Contracting Officer deems applicable to the effort.
