Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13.5, Test Program for Certain Commercial Items. FISC Norfolk Naval Shipyard Annex anticipates award of a firm-fixed price contract for the following items: NON-METALLIC HOSE ASSEMBLY; CLIN 0001 Qty 600 EA to be delivered on or before18 June 2004. Ordering Data: HOSE ASSEMBLY, NON-METALLIC, NSN: 4210-LL-L79-1219 A. ZZ-H-451G, 13 JAN 1984, Hose, fire, woven-jacketed rubber or latex or rubber coated fabric lined, with couplings. B. Type 3, Class A, Size 4", Length 25FT.* (The size in this case is exceptional). C. Not required. D. Yes, testing is required E. No F. Not required G. No H. No I. N/A J. 25 feet K. One male and one female heavy duty cast brass couplings with 2 or 3 rocker lugs. Expansion rings shall be copper alloy C23000 per paragraph 3.4.1.1 of federal spec WW-C-621G dated 07 February 1990 L. NH, 4 threads per inch required. Minimum of two complete, 360 degree threads required. (Minimum of 2 complete threads on all sides). M. As specified N. N/A O. N/A P. N/A Q. N/A R. Level 'C. Government source inspection required. Additional Ordering Data: 1.) Hose assemblies shall not be marked "For Potable Water Use Only." 2.) The female end hose fitting shall be ball being swivel type only. Snap ring type will not be accepted. 3.) Markings shall include: A. Manufacturer's Name and B. Contract Number-These markings shall consist of 1" high black letters with indelible ink. 4.) Additional Testing Data: Manufacturer to individually test each completed hose assembly to 285 PSI (+10/-0) for a minimum of 30 minutes. Acceptance criteria for this test is zero leakage and zero slippage of couplings. A letter of certification for each tested lot of hose assemblies is to be sent to code 533 to be filed with the contract. 5.) At no cost to the government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation purposes from any or all offerors during the evaluation process. Hoses must be palletized. All deliverables shall be FOB Destination, NNSY, Portsmouth, VA 23709-5000. Delivery is required on or before 18 June 2004. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The applicable quotation number is N00181-04-Q-0412 and the NAICS classification is 326220. Inspection and acceptance is at destination. The following provisions/clauses are applicable: FAR 52.212-1, 52.212-2 Evaluation--Commercial Items (price and past performance are equally important in evaluation), 52.212-3, 52.212-4, and 52.212-5 (incorporating (11), (12), (13), (14), (15), and (16). ADDENDA: DFAR 252.212-7000, 252.212-7001 incorporating 252.225-7001, DFAR 252.204-7004. Contractors are required to be registered in the CCR (Central Contractor Registration). Lack of registration in the CCR shall make an offeror INELIGIBLE FOR AWARD. All responses MUST include a completed copy of the certifications and representations set forth in FAR 52.212-3 and DFAR 252.212-7000 Parties responding to the Request for Quotation may submit their quote in accordance with their standard commercial practices (e.g.; company letterhead, quote form, etc.) but must include the following: (1) complete mailing/remittance address(es); (2) prompt payment discount (if applicable); (3) delivery schedule; (4) taxpayer (TIN) ID#; and (5) all completed certifications as required herein. All responses must be received by this office NLT 16:00 PM (local time), 21 May 2004, and shall reference the request for quote number N00181-04-Q-0412. Responses to this RFQ shall be addressed to Emily McLaughlin, Code 532.2E and shall be either mailed to FISC NNSY Annex, Code 532.2E, Bldg. 1500, Portsmouth, VA 23709-5000, faxed to 757-396-9895 or emailed to mclaughlinej@nnsy.navy.mil. Numbered note 9 applies. ALL QUESTIONS RELATING TO THIS REQUIRMENT MUST BE SUBMITTED IN WRITING PRIOR TO THE DATE AND TIME ESTABLISHED FOR RECEIPT OF QUOTATIONS.
