- BEST VALUE CONSTRUCTION CONTRACT for Projects 500048 & 500049: Army Aviation Support Facility and Readiness Center. The proposed work includes providing all plant, labor, material, equipment, and services necessary to construct a new Army Aviation S upport Facility and Readiness Center. The Army Aviation Support Facility (AASF) includes heated hanger bays to store and maintain 6 UH-60 Blackhawk and 2 OH-58 helicopters and 1 C-12 fixed wing aircraft with maintenance support shops. An unheated hanger s tores 9 UH-60 Blackhawk and 1 OH-58 helicopters. Other space includes a wash bay, HEMTT shelter, administrative offices, flight operations, briefing and training rooms, and support spaces. This part of the project consists of a 133,861 square foot, two-s tory masonry bearing wall and structural steel frame structure with masonry veneer, metal siding, standing seam metal and single-ply membrane roof systems. The Readiness Center includes a drill hall, classrooms, a distance learning classroom, a commercial kitchen and administrative and shop space for the 86th Air Medical Company (AirMed), USA Reconnaissance & Interdiction Detachment (RAID), Operational Support Airlift - Vermont (OSA) and 15th Civil Support Team (CST). Other facilities include a guard hous e and HEMTT storage facility. This part of the project consists of a 57,885 square foot , three-story masonry bearing wall and structural steel frame structure with masonry veneer, metal siding, standing seam metal and single-ply membrane roof systems. O ptional Line Items may be included in the solicitation. See FAR Provisions 52.217-4 Evaluation of Options Exercised at Time of Contract Award and 52.217-5 Evaluation of Options. The Government anticipates awarding options at time of award, however, reser ves the right to award unexercised options after award within the time period provided in the awardee??????s accepted proposal. Offeror must indicate with their proposal the latest date(s) options may be exercised so that completion of work can be accompl ished in the awarded contract period. Work will be performed in accordance with plans and technical specifications. This project is being solicited on an UNRESTRICTED basis. The North American Industry Classification (NAICS) Code is 236210 and the Size S tandard for Small Business is $28.5M of average annual receipts for the past 3 years. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (ref. FAR 19.1007(a)(2)). Notice of Price Evaluation Pr eference for HUBZone Small Business Concerns in accordance with FAR 52.219-4, is applicable. Project Magnitude is between $25M and $100M. The Government intends to issue this solicitation and all amendments though the use of the Internet (WEB ONLY). No ad ditional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Evaluation factors include Price, Past Performance and Technical requirements to include but not limited to the proposed work schedule in CPM format.
