- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes being requested. A copy of this solicitation can be downloaded from our web page at http://www.unicor.gov/procurement/provehic.htm or from http://www.fedbizopps.gov directly. Solicitation Number for this quote is VC0076-04; this solicitation is issued as a Quotation (Quote). This quote document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 01-22. The North American Industry Classification System (NAICS) is 333923. UNICOR, Federal Prison Industries, Inc., intends to enter into a firm-fixed price type contract for two (2) Articulating Boom Lifts. These are the following specifications: Platform Height: 60 Ft. 5 Inches (18.42M), horizontal outreach: 39 Ft. 7 Inches (12.07M), Up and Over Height: 26 Ft. 7 Inches (8.1M), Swing: 360 degrees continuous, Platform Capacity-Restricted 1000 lbs. (450 KG), Platform Rotator 180 Degrees Hydraulic. Dimensional Data: Platform size 36 X 96 inches (0.91 x 2.44 M), Overall Width: 8 Ft. (2.44M), Tail Swing: Zero, Tail Swing: 5 inches (13 CM), Stowed Height: 8 Ft. 5 Inches (2.57M), Stowed Length: 26 Ft. 4 inches (8.54M), Wheel Base 8 Ft. (2.44 M), Ground Clearance: 12 Inches (30CM), Gross Vehicle Weight: 22,000 Lbs. (10,432 KG), Maximum Ground Bearing Pressure: 77 PSI (5.5 KG/CM), Chassis: Drive Speed 4WD, 4.0 MPH (6.4KPH), Grade Ability 4 WD ? 45%, Turning Radius (Inside/Outside), 4WS, 5 Ft. 6 Inches (1.68)/11 Ft., 8 inches (3.56M), Axel Oscillation 8 inches (20.4 CM), Tire Size/Type 14 X 17.5 Lug Thread. Power Source: Diesel Engine 63.3HP (47.2 KW), Fuel Tank Capacity 30 Gal. (113.6 L), Hydraulic Reservoir 30.6 Gal. (115.8 L) and Auxiliary Power 12V DC. This is an ?All or none? requirement. Required delivery will be forty-five (45) calendar days after award of contract. Delivery will be FOB destination to Federal Prison Industries, Federal Correctional Institution, Federal Prison Industries, 1341 Highway 95 North, Bastrop, TX 78602. All shipments should be labeled as follows: vendor name, purchase order number and/or contract number, item description, item quantity with weight, and a certificate of conformance. The following are the special instructions for packaging. Equipment must be crated when shipped. Panels must be skidded and banded for forklift handling fans, motors, filters, etc. can be packaged, but loose. In accordance with FAR 52.211-16, Variation In Quantity, Variations per delivery order is plus/minus zero (0) percent. Delivery hours are 8:00 a.m. to 2:30 p.m., Monday through Friday, notwithstanding emergencies and Federal holidays. FAR provision 52.246-15 Certificate of Conformance is included. JAR 2852.270-70 Contracting Officer?s Technical Representative applies. The COTR for this contract will be George Pena. All invoices shall be forwarded to: ATTN: Business Manager, Federal Correctional Institution, Federal Prison Industries, P.O. Box 730, Bastrop, TX 78602, (512) 512-3903. The following are addenda to FAR Clause 52.212-1 Paragraph: C Period of acceptance of offers; the offeror agrees to hold their proposal prices firm for 60 days from date specified for receipt of offers. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. Offerors that fail to furnish the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. The following clauses also apply to this solicitation: FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. FAR 52.212-2, Evaluation-Commercial. The following factors shall be used to evaluate offers: Past Performance, price and technical when combined are equal. The Government will award a contract resulting from this solicitation to a responsible offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. Offerors will identify previous federal, state, local government and private contracts, which they are currently performing on or have performed on and that are similar in scope to the requirement being evaluated. (List at least three (3) and no more than five (5) contracts for evaluation. References provided shall be for contracts performed within the past three (3) to five (5) years. All references provided may or may not be used in the evaluation of the contractor?s performance. Each reference must contain the name, address and telephone number of the company or government agency for which the contract was performed as well as a contact person from that company or agency and the contract number if applicable. FAR 52.204-6 Data Universal Numbering System (DUNS) Number applies. FAR Clause 52.232-33, Payment By Electronic Funds Transfer-Central Contractor Registration. FAR Subpart 4.11 Central Contractor Registration applies. FAR 52.52.212-1 Instructions to Offerors-Commercial Items (3)(k) Central Contractor Registration. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
